Des divergences d'intérêts à l'égard de l'Europe se constatent entre petites et grandes entreprises, entreprises privées et entreprises publiques. De même l'analyse des cas Philips et Goodyear révèle une approche de l'intégration européenne par les sociétés multinationales différente de celle d'entreprises nationales. Durant la période antérieure aux années soixante, celles-ci manifestent généralement une forte opposition à la construction européenne. Il suffit de rappeler les efforts aussi vains que considérables pour associer les patrons à la réalisation du Benelux. Puis entre la mise en place de la CECA et celle de la CEE, des phénomènes d'accoutumance au processus d'intégration incitent le patronat à s'y adapter lentement. Il va sans dire que l'apport considérable de ces recherches sur le patronat européen a le mérite de dépasser l'enrichissement de notre information en suscitant de nouvelles interrogations et signalant de nouvelles pistes aux chercheurs à venir.

Book excerpt: Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a "welfare state" for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society. This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.

The first of four sections focuses on what Mills named the power elite and includes Bourdieu’s field of power. The second section addresses studies of the domain of economic power, whereas the third section centers on research on elite education. The fourth and last section highlights research on symbolic power, either within social fields or as a dimension of social structure at large, areas where recognition is essential. All sections comprise empirical case studies of elites and power, whereby each of which makes explicit the various methodological choices made in the research process. Through focusing on methodological approaches for the study of elites and power and on how such approaches relate to each other as well as to the theoretical perspectives that underpin them, this book will be a valuable source for social scientists.
