Il protocollo di Kyoto che, una volta operativo, obbligherà il nostro paese a ridurre del 6,5% le emissioni dei gas serra entro il 2010 e la politica energetica comunitaria, orientata all'incremento del contributo delle fonti rinnovabili nell'UE, sono due tra gli esempi più importanti che condizionano le decisioni di politica energetica nazionale. Un altro vincolo esterno è quello che obbliga il nostro paese ad aprire il mercato elettrico alla concorrenza. Come conciliare questi vincoli-obiettivo, in parte conflittuali, sfruttando i margini di libertà che rimangono al governo italiano? Una prima risposta è venuta dal decreto di recepimento della direttiva 96/92/CE (Decreto Bersani) che però rinvia a numerosi altri provvedimenti ancora da prendere. Il discorso è quindi tutt'altro che chiuso. Dopo oltre un anno di studio condotto con la partecipazione dei principali produttori elettrici da fonti rinnovabili e da cogenerazione, lo IEFE presenta una riflessione in merito all'esperienza effettuata in Italia con il provvedimento CIP 6/92 nella promozione delle fonti rinnovabili e della cogenerazione, guardando agli strumenti a disposizione per conciliare gli obiettivi di politica ambientale con la creazione del mercato elettrico, nella consapevolezza della necessità di mirare all'efficienza della produzione dal punto di vista sociale, vale a dire dei costi industriali ed ambientali insieme

A systematic approach is required to ensure that appropriate policies are developed and the benefits of reform fully realised. This report presents sectoral analyses on agriculture, fisheries, water, energy and transport. It proposes a checklist approach to identifying and assessing environmentally harmful subsidies. It also identifies the key tensions and conflicts that are likely to influence subsidy policy making. Can the political and economic impediments to subsidy reform be overcome? For some observers, "consumption" is at the root of global environmental threats: wealthy individuals and societies use far too much of the earth's resource base and should scale back their appetites to preserve the environment for future generations and allow a decent life for the rest of the world. Other observers see affluence as the way to escape environmental threats: economic development increases public pressure for environmental protection and makes capital available for environmentally benign technologies. This book demonstrates that the relationship of consumption to the environment needs careful analysis by environmental and social scientists and conveys some of the excitement of treating the issue scientifically.
