This volume is a collection of eleven contributions dealing with perfect and aorist tenses in five languages: Joffre shows the fundamental ambiguity of the periphrasis of Latin passive and deponent verbs, while Dalbera proposes an invariant meaning for its perfect. Giancarli tests the hypothesis of a correlation between the variation of auxiliaries and that of past participles in Corsican. The perfect status of the Polish have + participle + object construction is questioned in turn by Nowakowska and Sikora. Treikelder focuses on the Estonian perfect in atypical contexts. Concerning French, Lindschouw & Schøsler look at the relationships between time adjuncts, passé compose and passé simple; Vetters describes the aoristic evolution of the latter, while Apothéloz explains why it should not be considered an aorist. Two major challenges now face China's health sector: (i) extending the methods that have been successful to areas where mortality rates and deaths due to infectious diseases remain high; and (ii) developing and implementing approaches to management of chronic disease that combine prevention, low-cost treatment, rehabilitation, and humane care. Major innovation will be essential because resources are limited and plans for meeting the health needs of the population are ambitious. Institutions capable of innovation, experimentation, and analysis of public health problems must be developed. The report includes discussion of specific issues in the sector.

This combined with the global economic situation and stagnant economic growth across many low- and middle-income countries make it more critical than ever to place health financing discussions firmly in the context of macroeconomic and fiscal realities. Unfortunately, there is often a disconnect in decision making, with key fiscal decisions made in the absence of a clear understanding on the one hand of the potential consequences for the health sector, and on the other, the consequences for the country’s macroeconomic and fiscal position of increasing or reallocating government spending. Constructive health financing policy dialogue aims to reach a common understanding between health sector leaders and central budget authorities about policy objectives for the health sector and the resources needed to achieve those objectives, how much priority will be given to health in the government budget, and how the health sector will be held accountable for using funds effectively. This common understanding should be built on a realistic picture of the country’s macroeconomic and fiscal context, the constraints and competing priorities in the budget-setting process. When ministries of health and ministries of finance have a common understanding of macroeconomic and fiscal constraints, discussions can focus productively on using funds within the potential health resource envelope in the most effective way to achieve health system objectives. This guidance note outlines the key components of the macroeconomic, fiscal, and public financial management context that need to be considered for an informed health financing discussion at the country level. The guidance note is organized around four sets of questions that are key to placing the health financing dialogue in the context of a country’s macroeconomic and fiscal context. Each section points to measures, resources, and analytical tools that are available to assist in answering these questions for a specific country. The guidance note draws on case studies from 11 countries moving toward or sustaining universal health coverage conducted as part of the Japan†“World Bank Partnership Program on UHC as well as from other country examples.

Book excerpt: What does realism about the quantum state imply? What follows when quantum theory is applied without restriction, if need be, to the whole universe? These are the questions which an illustrious team of philosophers and physicists debate in this volume. All the contributors are agreed on realism, and on the need, or the aspiration, for a theory that unites micro- and macroworlds, at least in principle. But the further claim argued by some is that if you allow the Schrödinger equation unrestricted application, supposing the quantum state to be something physically real, then this universe is one of countlessly many others, constantly branching in time, all of which are real. The result is the many worlds theory, also known as the Everett interpretation of quantum mechanics. The contrary claim sees this picture of many worlds as in no sense inherent in quantum mechanics, even when the latter is allowed unrestricted scope and even given that the quantum state itself is something physically real. For this picture of branching worlds fails to make physical sense, let alone common sense, even on its own terms. The status of these worlds, what they are made of, is never adequately explained. Ordinary ideas about time and identity over time become hopelessly compromised. The concept of probability itself is brought into question. This picture of many branching worlds is inchoate, it is a vision, an error. There are realist alternatives to many worlds, some even that preserve the Schrödinger equation unchanged. Twenty specially written essays, accompanied by commentaries and discussions, examine these claims and counterclaims in depth. They focus first on the question of ontology, the existence of worlds (Part 1 and 2), second on the interpretation of probability (Parts 3 and 4), and third on alternatives or additions to many worlds (Parts 5 and 6). The introduction offers a helpful guide to the arguments for the Everett interpretation, particularly as they have been formulated in the last two decades.
