C’est principalement l’augmentation du nombre des divorces et la demande d’une pacification des ruptures qui émerge, mais aussi une meilleure prise en compte de l’attachement des enfants à leurs deux parents. Ces diverses raisons conduisent le législateur luxembourgeois à se pencher sur un droit qui, pour l’essentiel, à l’exception de la procédure, n’a pas été revu depuis 1978. Déposé devant la Chambre des députés en 2003, le projet de réforme a donné lieu à plusieurs réactions des milieux professionnels mais n’a jusqu’ici pas abouti. Si la volonté politique de le mener à bien a semblé s’étioler, une remise à l’ordre du jour est heureusement envisagée. L’Université du Luxembourg a dans ce contexte organisé en novembre 2007 une demi-journée de réflexion sur cette réforme et ses enjeux ; le présent volume est le résultat enrichi de ces discussions. Nourri des expériences française et belge, cet ouvrage se propose de mettre en perspective le droit actuel, les modifications souhaitées ou envisagées, avec une dimension scientifique forte. Par son contenu ainsi que par le peu de littérature à jour sur la question, il servira naturellement de livre de référence aux praticiens, aux étudiants et à tous ceux qui veulent mieux connaître ce point central du droit de la famille.

Book excerpt: Volumes I, II and III of this reference work were published in 1976, 1980 and 1984, respectively. The core of the books consists of court decisions involving the Hague Conventions in force in the field of private international law. This wealth of information has been made accessible by arranging the decisions per Convention and then per legal issue, thus clearly showing similarities and differences in the application of each Convention by a variety of countries and tribunals. Considering the increasing number of Conventions between a growing number of parties, this system is eminently suited to illustrate problems of application. The cases decided in ten European countries, the U.S.A., Canada, Australia and Israel, cover the period from 1979 to 1989. Of at least equal importance in practice is the Situation actuelle as per April 1994, of the Conventions concluded since 1954. This survey shows the signatures, ratifications, reservations and other declarations relating to each Convention. The Conventions have given rise not only to a large number of cases, but also to a vast literature throughout the world, which appears in a 20-page bibliography arranged per session of the Hague Conference, and per Convention. The Permanent Bureau of the Hague Conference has cooperated in the realization of this series, which will prove to be indispensable for practicing lawyers and legal scholars who have anything to do with the Hague Conference in any area of private international law or international procedural law.

This volume provides a comprehensive portrait of lone parenthood at the beginning of the XXI century from a life course perspective. The contributions included in this volume examine the dynamics of lone parenthood in the life course and explore the trajectories of lone parents in terms of income, poverty, labour, market behaviour, wellbeing, and health. Throughout, comparative analyses of data from countries as France, the United Kingdom, Ireland, Germany, Belgium, Sweden, Switzerland, Hungary, and Australia help portray how lone parenthood varies between regions, cultures, generations, and institutional settings. The findings show that one-parent households are inhabited by a rather heterogeneous world of mothers and fathers facing different challenges. Readers will not only discover the demographics and diversity of lone parents, but also the variety of social representations and discourses about the changing phenomenon of lone parenthood. The book provides a mixture of qualitative and quantitative studies on lone parenthood. Using large scale and longitudinal panel and register data, the reader will gain insight in complex processes across time. More qualitative case studies on the other hand discuss the definition of lone parenthood, the public debate around it, and the social and subjective representations of lone parents themselves. Book excerpt: Despite the liberalized reconfiguration of civil society and political practice in nineteenth-century Europe, the right to make foreign policy, devise alliances, wage war and negotiate peace remained essentially an executive prerogative. Citizen challenges to the exercise of this power grew slowly. Drawn from the educated middle classes, peace activists maintained that Europe was a single culture despite national animosities; that Europe needed rational inter-state relationships to avoid catastrophe; and that internationalism was the logical outgrowth of the nation-state, not its subversion. In this book, Cooper explores the arguments of these "patriotic pacifists" with emphasis on the remarkable international peace movement that grew between 1889 and 1914. While the first World War revealed the limitations and dilemmas of patriotic pacifism, the shape, if not substance, of many twentieth-century international institutions was prefigured in nineteenth-century continental pacifism.

The purpose of this book is to address the fuzzy areas between Us and Them through the study of European belonging as it is represented in the French elite daily, Le Monde. Corpora collected from 2014 to 2017 are used for case studies in the framework of Discourse Analysis to look at the use of “Europe” in headlines, and the representation of the United Kingdom, Poland, Hungary, Romania, Ukraine, Belarus, and Turkey. The combination of these case studies allows to present a conceptual framework for the representation of Europe by Le Monde. However, beyond the study of what belonging to Europe means for Le Monde, this book is about the legitimacy of being “in-between”, i.e. belonging neither totally to Us nor to Them.
