L’augmentation de la population en âge de travailler en Afrique subsaharienne constitue une réelle chance d’accroître la prospérité collective. Les pays de la région ont investi massivement dans le développement des compétences†‰; les dépenses publiques consacrées à l’éducation ont été multipliées par sept au cours des 30 dernières années, et le nombre d’enfants scolarisés est aujourd’hui plus élevé que jamais. Pourtant, les systèmes d’éducation de cette population n’ont pas donné les résultats escomptés, et ces insuffisances entravent considérablement les perspectives économiques. Dans la moitié des pays, moins de deux enfants sur trois terminent l’école primaire, et encore moins atteignent des niveaux supérieurs d’enseignement et obtiennent un diplôme. Les acquis d’apprentissage demeurent faibles, ce qui entraîne des lacunes dans les compétences cognitives de base telles que la lecture, l’écriture et le calcul, aussi bien chez les enfants, les jeunes que les adultes. Le taux d’alphabétisation de la population adulte est inférieur à 50 % dans de nombreux pays†‰; la part des adultes sachant lire, écrire et compter de manière fonctionnelle est encore plus faible. Une réforme du système est nécessaire pour réaliser des progrès significatifs. De multiples agences aux niveaux national et local sont impliquées dans les stratégies de développement des compétences, faisant des compétences «†‰le problème de tous, mais la responsabilité de personne†‰». Les politiques et les réformes doivent permettre de renforcer les capacités des politiques qui ont fait leurs preuves et d’instaurer des mesures incitatives visant à faire converger le comportement de tous les acteurs dans la poursuite des objectifs de développement des compétences au niveau national. Le développement des compétences en Afrique subsaharienne, un exercice d’équilibre. Investir dans les compétences pour la productivité, l’inclusion et l’adaptabilité présente des données qui éclaireront les choix stratégiques des pays en matière d’investissements dans les compétences. Chaque chapitre aborde un ensemble de questions spécifiques, en s’appuyant sur une analyse originale et sur une synthèse des travaux existants pour explorer les domaines principaux : • comment les compétences appropriées à chaque étape du cycle de vie sont-elles acquises et quelles défaillances du marché et des institutions affectent le développement des compétences†‰; • quels systèmes sont nécessaires pour que les individus aient accès à ces compétences, notamment les investissements consentis par les familles, les institutions du secteur privé, les écoles et autres programmes publics†‰; • comment ces systèmes peuvent-ils être renforcés†‰; • comment les personnes les plus vulnérables, à savoir celles qui ne font pas partie des systèmes standards et qui n’ont pas réussi à acquérir des compétences essentielles, peuvent-elles être soutenues. Les pays de la région seront souvent confrontés à des arbitrages difficiles qui auront des effets distributifs et influeront sur leur trajectoire de développement. Des dirigeants engagés, des efforts conjoints de réforme et des politiques bien coordonnées sont essentiels pour aborder le délicat exercice d’équilibre que représente le développement des compétences en Afrique subsaharienne.

She narrates the realities of local administration and civil society to shed critical light on questions of democratic transition in North Africa. Her assessment of decentralisation and participatory development projects in rural Morocco, and the legal and policy frameworks in which they operate, leads to the conclusion that they have generally not yet led to an expansion of a civil society able to build local capacity or enhance bottom-up empowerment. Deux décennies de croissance économique sans précédent devaient en principe améliorer sensiblement le bien-être des populations africaines. Il est toutefois difficile de dire si c’est effectivement le cas en raison de la médiocre qualité des données, de la nature du processus de croissance (s’agissant notamment du rôle des ressources naturelles), des conflits qui sévissent dans une partie la région et de la forte expansion démographique. Poverty in a Rising Africa décrit les problèmes de données et analyse systématiquement les informations disponibles sur la pauvreté et les inégalités dans une perspective tant monétaire que non monétaire. Le premier chapitre évalue la disponibilité et la qualité des données nécessaires pour cerner la pauvreté monétaire, examine les mécanismes de gouvernance et les processus politiques qui sous-tendent la production statistique et propose quelques méthodes pour combler le déficit de données. Le chapitre 2 évalue la robustesse des estimations sur la pauvreté en Afrique et brosse à grands traits le profil de ce fléau. Selon les auteurs, la réduction de la pauvreté en Afrique est peut-être légèrement supérieure à ce que les estimations traditionnelles portent à croire. Pour autant, même les estimations les plus optimistes indiquent que davantage de personnes vivaient dans la pauvreté en 2012 qu’en 1990. Le troisième chapitre considère la pauvreté dans une perspective élargie en prenant en compte les dimensions non monétaires du bien-être, telles que l’éducation, la santé et la liberté, en utilisant la méthode d’Amartya Sen (1985) axée sur les notions de capabilities et de functionings. Des progrès ont certes été accomplis dans plusieurs de ces domaines, mais les niveaux de résultats restent obstinément bas. Enfin, le chapitre 4 examine les données relatives aux inégalités en Afrique en analysant non seulement les types d’inégalités monétaires, mais aussi d’autres aspects tels que l’inégalité des chances, la mobilité intergénérationnelle dans le travail et l’éducation et l’extrême richesse.

Après de nombreuses années de déclin, l’économie du continent a commencé à reprendre de la vigueur au milieu des années 90. Grâce à cette croissance macroéconomique, la santé de la population s’est améliorée, le nombre des jeunes fréquentant l’école a augmenté, et le taux d'extrême pauvreté a diminué de 54 % en 1990 à 41 % en 2015. La région a connu moins de conflits (en dépit de ceux qui couvent dans certains pays et du nombre inquiétant des personnes déplacées), un élargissement des libertés politiques et sociales, et des progrès dans l’égalité hommes-femmes. Malgré ces avancées, les défis sont énormes. La croissance économique a ralenti au cours des dernières années. Les taux de pauvreté affichés dans de nombreux pays sont les plus élevés du monde. Et la croissance démographique africaine provoque une augmentation du nombre des pauvres du continent. Au niveau mondial, on assiste à un déplacement de la pauvreté de l'Asie du Sud vers l'Afrique. La stabilité et la croissance macroéconomiques sont certes des composantes essentielles de la réduction de la pauvreté et de l’amélioration du bien-être, mais elles ne sont pas suffisantes. Ce rapport explore les points d’entrée critiques et les domaines d’action prioritaires pour l’accélération de la réduction de la pauvreté en Afrique. Au-delà de la stabilité et de la croissance macroéconomiques, il cherche à savoir ce qui peut encore être fait et à identifier les points sur lesquels les décideurs devraient se concentrer pour réduire la pauvreté. Un agenda des politiques favorable aux pauvres requiert de la croissance aux endroits où ceux-ci vivent et travaillent, ainsi que de s’attaquer aux nombreux risques auxquels les ménages sont exposés. En conséquence de quoi, le présent rapport a ajouté une optique « emplois » à son travail. Il met carrément l’accent sur la productivité et les moyens de subsistance des pauvres et des personnes vulnérables, autrement dit sur ce qui est nécessaire pour accroître leurs revenus. Il s’attache enfin à la manière de financer l’agenda de lutte contre la pauvreté et de développement.
