Here, Sylvia Bergh investigates the dynamics of popular participation and local governance, testing the extent to which the current structure builds local capacity, or whether it is, in fact, a tool for 'soft' state control. She narrates the realities of local administration and civil society to shed critical light on questions of democratic transition in North Africa. Her assessment of decentralisation and participatory development projects in rural Morocco, and the legal and policy frameworks in which they operate, leads to the conclusion that they have generally not yet led to an expansion of a civil society able to build local capacity or enhance bottom-up empowerment. Grounded in an approach of the 'anthropology of policy', this book makes an important contribution to literature on the democratisation, development and governance in North Africa.

External influences on Morocco tend to come across the narrow straits of Gibraltar to the north, from the east along the Mediterranean litoral, or up from the Sahara. In each case, access is constrained by geography and continued control from outside the region has been difficult to manage over the long term. Although many of the dynasties that came to power in Morocco conquered much broader regions, history and topology have so conspired that there is still more coherence to an historical focus on al-maghrib al-aqsa than is the case for most modern nation-states. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. Based on extensive fieldwork, Local Politics in Jordan and Morocco is an important contribution to Middle East studies and political science that challenges our understanding of authoritarian regimes’ survival strategies and resilience.

By focusing on the evolution of government institutions charged with various aspects of expatriate affairs, this work breaks new ground in understanding the changing nature of the relationship between expatriates and their home state. Far from suggesting that the state is waning in importance, the conclusions indicate that this relationship provides evidence both of state resilience and of new trends in the practice of sovereignty.

Book excerpt: This Special Issue contributes to the debate on land grabbing as commons grabbing with a special focus on how the development of state institutions (formal laws and regulations for agrarian development and compensations) and voluntary corporate social responsibility (CRS) initiatives have enabled the grabbing process. It also looks at how these institutions and CSR programs are used as development strategies of states and companies to legitimate their investments. This Special Issue includes case studies from Kenya, Morocco, Tanzania, Cambodia, Bolivia and Ecuador analysing how these strategies are embedded into neo-liberal ideologies of economic development. We propose looking at James Ferguson’s notion of the Anti-Politics Machine (1990) that served to uncover the hidden political basis of state-driven development strategies. We think it is of interest to test the approach for analysing development discourses and CSR-policies in agrarian investments. We argue based on a New Institutional Political Ecology (NIPE) approach that these legitimize the institutional change from common to state and private property of land and land related common pool resources which is the basis of commons grabbing that also grabbed the capacity for resilience of local people.
