Rosetta by the Walloon directors Jean-Pierre and Luc Dardenne won the Golden Palm, and L'humanité by the French director Bruno Dumont won the Grand Prize; both won acting awards as well. Taking this "miracle" of Cannes as the point of departure, Niels Niessen identifies a transregional film movement in the French-Belgian border region—the Cinéma du Nord or "cinema of the North." He examines this movement within the contexts of French and Belgian national cinemas from the silent era to the digital age, as well as that of the new realist tendency in world cinema of the last three decades. In addition, he traces, from a northern perspective, a secular-religious tradition in Francophone-European film and philosophy from Bresson and Pialat, via Bazin, Deleuze, and Godard, to the Dardennes and Dumont, while critiquing this tradition for its frequent use of a humanist vocabulary of grace for a secular world. Once a cradle of the Industrial Revolution, the Franco-Belgian Nord faced economic crisis for most of the twentieth century. Miraculous Realism demonstrates that the Cinéma du Nord's rise to prominence resulted from the region's endeavor to reinvent itself economically and culturally at the crossroads of Europe after decades of recession.

Nevertheless, the historic-cultural dimension of the contemporary discursive practices in cinema and art develops in the semantic openendedness of the term, in the repositioning of the idea of archive.The individual disciplines involved in one such field – history of cinema and art, theory of cinema and art, aesthetics, semiotics, philology, etc. – begin to open up to questioning the notion of archive even ‘in negative’: in other words what – after Michel Foucault – the “archive” is not, or does not seem to be. The “archive” is not the ‘library of libraries’ or ‘encyclopedia’, it is not ‘memory’, it is not museum, it is not a ‘database’.In recent years, the attention focused on such ideas has not so much highlighted the ‘impulses’, ‘turns’ and specific forms of art (“art archive”) as it has revealed in many ways how the “archive” concerns us in the interrelation of aesthetic, political, ethical and legal levels among various disciplinary fields.

Surveying mostly fictional feature films, Marshall demonstrates how Quebec cinema has evolved from the innovative direct cinema of the early 1960s into the diverse canvas of popular comedies, glossy co-productions, and reworked auteur cinema of the postmodern 1990s. He explores the faultlines of Quebec identity - its problematic and contradictory relationship with France, the question of Native peoples, the influence of the cosmopolitan and pluralist city of Montreal, and the encounters between sexuality, gender, and nation traced and critiqued in women's and queer cinemas. In the first comprehensive, theoretically informed work in English on Quebec cinema, Marshall views his subject as neither the assertion of some unproblematic national wholeness nor a random collection of disparate voices that drown out or invalidate the question of nation. Instead, he shows that while the allegory of nation marks Quebec film production it also leads to a tension between textual and contextual forces, between homogeneity and heterogeneity, and between major and minor modes of being and identity. Drawing on a broad framework of theory and particularly indebted to the work of Gilles Deleuze and Félix Guattari, Quebec National Cinema makes a valuable contribution to debates in film studies on national cinemas and to the burgeoning interest in French studies in the culture and politics of la francophonie. Trying to find what film is referred to in a sequence, therefore, amounts to establishing a clear family tree, which takes no account of the illegitimate unions, natural children and forgotten ancestors that are nevertheless part and parcel of film history. If that quest should still be conducted, its object, it seems, should not be one sole point of reference. The aim of this book is to create the opportunity of studying, and perhaps of rehabilitating, those shadowy corners of cinematographic creation and film memory, and to provide film studies, but also literature and Arts studies altogether, with a newly productive way of using such familiar notions as difference, quotation, reference, blending, hybridity, miscegenation or crossbreeding.

It examines how French critical reception of Australian cinema since the revival period of the 1970s has evolved as a narrative of perpetual discovery, and how a clear parallel can be drawn between French critics' reading of Australian film and their interpretation of an exotic Australian national identity. In French critical writing on Australian cinema, Australian identity is frequently defined in terms of extremes of cultural specificity and cultural anonymity. On the one hand, French critics construct a Euro-centric orientalist fantasy of Australia as not only a European Antipodes, but the antithesis of Europe. At the same time, French critics have tended to subordinate Australian cultural identity within the framework of a resented Anglo-American filmic and cultural hegemony. The book further explores this marginalisation by examining the influence of the French auteur paradigm, particularly in reference to the work of Jane Campion, as well as by discussing the increasingly problematic notion of national identity, and indeed national cinemas, within the universal framework of international film culture.

Book excerpt: In Exception Taken, Jonathan Buchsbaum examines the movements that have emerged in opposition to the homogenizing force of Hollywood in global filmmaking. While European cinema was entering a steady decline in the 1980s, France sought to strengthen support for its film industry under the new Mitterrand government. Over the following decades, the country lobbied partners in the European Economic Community to design strategies to protect the audiovisual industries and to resist cultural free-trade pressures in international trade agreements. These struggles to preserve the autonomy of national artistic prerogatives emboldened many countries to question the benefits of accelerated globalization. Led by the energetic minister of culture Jack Lang, France initiated a series of measures to support all sectors of the film industry. Lang introduced laws mandating that state and private television invest in the film industry, effectively replacing the revenue lost from a shrinking theatrical audience for French films. With the formation of the European Union in 1992, Europe passed a new treaty (Maastricht) that extended its legal purview to culture for the first time, setting up the dramatic confrontation over the General Agreement on Trade and Tariffs (GATT) in 1993. Pushed by France, the EU fought the United States over the idea that countries should preserve their right to regulate cultural activity as they saw fit. France and Canada then initiated a campaign to protect cultural diversity within UNESCO that led to the passage of the Convention on Cultural Diversity in 2005. As France pursued these efforts to protect cultural diversity beyond its borders, it also articulated "a certain idea of cinema" that did not simply defend a narrow vision of national cinema. France promoted both commercial cinema and art cinema, disproving announcements of the death of cinema.

Here, the authors' approach is focused on the "low-end" circulation of filmic images. This includes informal networks of exchange and transaction, such as p2p-networks, video platforms and so called “piracy” with a special focus on the Middle East and North Africa, where political and social transformations make new forms of circulation and presentation particularly visible.
