Dans certains milieux, d’importants intervenants régionaux mettent à profit leurs avantages de proximité pour le repérage, le portage et le suivi. Mais le capital-risque peut être également un important vecteur de développement économique, et les collectivités territoriales tentent, avec plus ou moins de bonheur, de s’y impliquer. Ce qui caractérise le capital-risque régional, c’est sa grande diversité : de moyens, d’objectifs, de modes d’intervention. Certaines sociétés ne financent que le développement d’entreprises, quand d’autres opèrent principalement en capital-création. Ici, on mobilise l’épargne de proximité, là, on s’appuie sur des « institutionnels ». Ailleurs, des banques locales ou des groupes industriels, intègrent cette activité à leur stratégie de développement. Avec des encours de participations représentant plus du tiers du total des encours du capital-risque français, le capital-risque régional n’en est pas un avatar, mais une de ses composantes particulièrement dynamique.

Elle étudie la formation et le développement du système français de capital-risque, en privilégiant sa dimension régionale. Aux très fortes contraintes (asymétries d'information, problèmes d'agence, illiquidité des titres) caractéristiques du capital-risque en général, le capital-risque régional répond par les avantages tirés de la proximité d'intervention, mais ajoute les inconvénients liés à sa territorialisation. Ainsi, malgré la multiplication des organismes régionaux, le marché national reste fortement centralisé et marqué par d'importantes disparités interrégionales.
