Contemporaneamente, ha dettato norme volte a privilegiare l’efficienza energetica e le modalità di distribuzione dell’energia. Dall’altro, le regioni si sono concentrate sugli aspetti amministrativi e su quelli concernenti l’uso del territorio, connesso allo sviluppo delle rinnovabili: il dinamismo legislativo regionale – diversissimo per intensità e modalità, e indotto anche dalla politica del c.d. burden sharing – non ha facilitato il compito degli operatori del settore, costretti a muoversi in realtà anche molto differenti fra di loro, e bisognosi, proprio per questo motivo, almeno di qualche punto di riferimento sufficientemente stabile, in grado, ancora una volta, di orientarli nei meandri di norme, prassi, possibilità. Il presente manuale è valido strumento per il professionista che ha bisogno di orientarsi in questo panorama normativo.

A number of processes causing soil degradation, specifically erosion, compaction, salinization, pollution, and loss of both organic matter and soil biodiversity, are also strictly connected to agricultural activity and its intensification. The development and adoption of sustainable agronomic practices able to preserve and enhance the physical, chemical, and biological properties of soils and improve agroecosystem functions is a challenge for both scientists and farmers. The Special Issue entitled “Sustainable Agriculture and Soil Conservation” collects 12 original contributions addressing the state of the art of sustainable agriculture and soil conservation. The papers cover a wide range of topics, including organic agriculture, soil amendment and soil organic carbon (SOC) management, the impact of SOC on soil water repellency, the effects of soil tillage on the quantity of SOC associated with several fractions of soil particles and depth, and SOC prediction, using visible and near-infrared spectra and multivariate modeling. Moreover, the effects of some soil contaminants (e.g., crude oil, tungsten, copper, and polycyclic aromatic hydrocarbons) are discussed or reviewed in light of the recent literature. The collection of the manuscripts presented in this Special Issue provides a relevant knowledge contribution for improving our understanding on sustainable agriculture and soil conservation, thus stimulating new views on this main topic.

Much of this support is potentially environmentally harmful. Reforming environmentally harmful subsidies is a significant policy challenge facing OECD countries. However, untangling and assessing the effects of subsidies on the environment is a complex task. A systematic approach is required to ensure that appropriate policies are developed and the benefits of reform fully realised. This report presents sectoral analyses on agriculture, fisheries, water, energy and transport. It proposes a checklist approach to identifying and assessing environmentally harmful subsidies. It also identifies the key tensions and conflicts that are likely to influence subsidy policy making. Can the political and economic impediments to subsidy reform be overcome? But as this provocative, visionary book argues, this approach perpetuates a one-way, "cradle to grave" manufacturing model that dates to the Industrial Revolution and casts off as much as 90 percent of the materials it uses as waste, much of it toxic. Why not challenge the notion that human industry must inevitably damage the natural world? In fact, why not take nature itself as our model? A tree produces thousands of blossoms in order to create another tree, yet we do not consider its abundance wasteful but safe, beautiful, and highly effective; hence, "waste equals food" is the first principle the book sets forth. Products might be designed so that, after their useful life, they provide nourishment for something new-either as "biological nutrients" that safely re-enter the environment or as "technical nutrients" that circulate within closed-loop industrial cycles, without being "downcycled" into low-grade uses (as most "recyclables" now are). The Changing Wealth of Nations 2018: Building a Sustainable Future covers national wealth for 141 countries over 20 years (1995†“2014) as the sum of produced capital, 19 types of natural capital, net foreign assets, and human capital overall as well as by gender and type of employment. Great progress has been made in estimating wealth since the fi rst volume, Where Is the Wealth of Nations? Measuring Capital for the 21st Century, was published in 2006. New data substantially improve estimates of natural capital, and, for the fi rst time, human capital is measured by using household surveys to estimate lifetime earnings. The Changing Wealth of Nations 2018 begins with a review of global and regional trends in wealth over the past two decades and provides examples of how wealth accounts can be used for the analysis of development patterns. Several chapters discuss the new work on human capital and its application in development policy. The book then tackles elements of natural capital that are not yet fully incorporated in the wealth accounts: air pollution, marine fi sheries, and ecosystems. This book targets policy makers but will engage anyone committed to building a sustainable future for the planet.
