Book excerpt: Ln recent years the spread and dynamic of information and communications technologies (ICT) across Europe have been steadily increasing. Today the high importance of ICT for the EU economy and business, services, domestic and leisure activities is obvious. ICT developments have created an 'information society' with consequential new possibilities and challenges in all areas of work and life. This is especially true of ICT work itself. ICT practitioners - skilled and highly skilled ICT staff - are needed to manage business and work processes in both the core ICT sector and in ICT user industries. To understand, produce and use the new information and communications technology (computers, networks, the Internet, new hard- and software applications, e-commerce, fixed and mobile telecommunications, consumer electronic devices, digital cameras and television, etc.) , increasingly demands a wide range of ICT competences and skills. This is one of four studies which Cedefop launched in support of the e-Europe programme and e-skills forum set up by the European Commission in 2003, covering three user industries (automotive, banking and financing, media and graphic arts) and the ICT manufacturing industry. The focus of the last of these is on subdegree level skills and training issues.

In South Africa, calls for transformation have been heard in the university since the last days of apartheid. Similar claims for quality higher education to be made available to all have been made across the African continent. In spite of this, inequalities remain and many would argue that these have been exacerbated during the Covid pandemic. Understanding Higher Education responds to these calls by arguing for a social account of teaching and learning by contesting dominant understandings of students as decontextualised learners premised on the idea that the university is a meritocracy. This book tackles the issue of teaching and learning by looking both within and beyond the classroom. It looks at how higher education policies emerged from the notion of the knowledge economy in the newly democratic South Africa, and how national qualification frameworks and other processes brought the country more closely into conversation with the global order. The effects of this on staffing and curriculum structures are considered alongside a proposition for alternative ways of understanding the role of higher education in society.

Next, the education of managers is considered. Finally, updating knowledge of advanced professionals is examined. Examples from various providers show contributions toward available opportunities. Part III deals with those whom training programs fail to reach or serve adequately: dislocated workers, unemployed youth, immigrants and refugees, and welfare recipients. The focus of the report this year, in Part 2, is e-government initiatives directed at improving operational efficiency through the integration of back-office functions. Whilst such initiatives, if successful, will deliver benefits to citizens, the primary purpose is to improve the effectiveness of government and governmental agencies. Models of back-office integration, irrespective of the delivery mode, fall into three broad categories: single function integration, cross functional integration, and back-office to front-office integration. The level of complexity, expressed in terms of the number of functions within the scope and number of organizations involved, is the primary factor influencing a successful outcome - with a tendency amongst the more ambitious projects to fail to deliver the full anticipated benefits. The key variables involved in the delivery of back-office integration are the people, processes and technology required. Whilst the technology is increasingly resilient and 'fit for purpose', the evidence indicates that success or failure is less a technological issue and more a people issue - in particular, the ability to change public service cultures and motivate public sectorworkers to new ways of working, address trade union concerns, and provide adequately skilled and competent management
