Each new law and regulation adds to the layers of existing programs, creating overtime a patchwork of complex, often overlapping and sometimes even inconsistent requirements. These requirements make day-to-day compliance difficult, but they also confound efforts to plan for substantial change, such as modifications in shipyard facilities and operations.
