Book excerpt: The contributions in this compilation on the emergence of a new global order through BRICS serve to illustrate the complexities inherent in the creation of such a coalition - alternatively referred to as a 'grouping', 'association' or 'forum' - with each country differently situated geo-politically as well as ideologically and culturally, and in some instances even in conflict with one another in matters of regional peace and security. The fact that there are important commonalities of converging interests, amongst others, the status of emerging economic powers and the furtherance of South-South cooperation as well as reforming global governance, cannot and should not hide complexities and contradictions. These are clearly apparent both within and between the BRICS countries. These diversities are also clear from the varied perspectives of the chapter authors in this compilation, which is why we have assembled this collection relatively loosely as a means of expressing our intellectual and analytic convergences and divergences within and across BRICS. Each chapter contributor writes from a different discipline, country and regional perspective, and it is this diversity that enriches the debate and conversation. As such, there remains enormous room for debate on the subject matter of this book and the diverse contributions open up the parameters of the debate even further. The aim is to ensure that scholars, commentators and practitioners continue to engage critically with theory and practice related to global multilateralism, and BRICS in particular.

Book excerpt: The grouping consisting of Brazil, Russia, India and China (BRIC) was initially meant to be nothing more than clever investment jargon referring to the largest and most attractive emerging economies. However, these countries identified with the BRIC concept, and started to meet annually as a group in 2008. At their fourth summit in 2011, they added South Africa to become the BRICS. By then the BRICS had fully morphed from investment jargon to a name for a new economic and political grouping that had the potential to challenge the unipolar hegemony of the United States and its Western allies. This work analyses the extent to which the concept of coexistence explains the individual foreign policies of the BRICS countries. The editors define coexistence as a strategy that promotes the establishment of a rule-based system for co-managing the global order. It recognizes that different states may legitimately pursue their own political and economic interests, but they have to do so within the bounds of a rule-based international system that ensures the peaceful coexistence of states. The BRICS and Coexistence addresses the political dimension of the emergence and influence of the BRICS in the international system and will be of interest to students and scholars of Politics, Development and International Relations.

It argues that such assumptions are abstractions that ignore both the transnationalizing nature of the global political economy and the actual policy goals of the ruling classes within most emerging economies. Considering the larger issues behind the emerging economies (or powers) debate, the book deploys an adapted global capitalism perspective with insights from Gramsci, Poulantzas and Cox, to argue that the transnational nature of the global political economy and the actual policy goals of the dominant elites within most emerging economies merge to undermine any transformative element. Far from challenging the global order, these ostensible new rivals in fact seek to integrate their economies more and more within the existing liberal global economy. Inter-state dynamics and even inter-elite tensions exist and it is clear that the nation state has not simply become a transmission belt for global capital, but equally we must move beyond the surface phenomena that are most visible in global tensions to get at the underlying essence of social and class forces in the global political economy. Looking at the largest emerging powers, such as Brazil, Russia, India and China, Taylor explains why the emerging powers’ elites, although essentially subscribing to neoliberalism (in all its variegated forms) may confront the core in a myriad of ways, but that these are not challenges to the ongoing world order and, in fact, the so-called emerging powers serve a legitimizing function for the extant global system. Book excerpt: Since the end of the World War II, nation states have formed regions to give them some protection from the processes of globalization and internationalization. Against this background, the contributors consider the position of China in the processes of regional competitive interdependency. This book offers analysis at three levels: internal, regional, and global. Chapters consider China’s position in regional post-socialist associations such as the BRICS, the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EEU), the Silk Road Economic Belt and the ‘One Belt, One Road’ (OBOR). Contributors discuss how membership in these regional bodies is likely to enhance China’s economic power, strategic position, and political importance. A major theme addressed is whether these new powers will become complementary to the American-led economic core countries or evolve as countervailing powers. Contributors suggest that linkages favored by China’s regional associations are more ‘network’ based and informal in character. They are more in keeping with regionalization rather than regional blocs such as the European Union, which have ‘locked in’ members to market-driven institutions.
