Available in PDF, EPUB and Kindle. Book excerpt: 520 This 1989 study examined the impact of a college requirement on the proportionate recruitment of minorities for police work. The first phase of the study was a comprehensive review of related research in police education, and the second phase was a survey of 699 State, county, and municipal law enforcement agencies. The third phase consisted of site visits to selected police departments to collect policy-related materials and explore educational issues in greater depth through document review and interviews. The final phase of the research involved extensive legal research on the bona fide occupational qualifications (BFOQ), discrimination in employment, and affirmative action practices. The data indicate that in the aggregate, law enforcement agencies in the research population had minority group members in proportions comparable to the general population. Educational levels of minority police officers were approximately the same as white officers at the undergraduate level and higher than white officers at the graduate level. Although a number of factors make college education disproportionately inaccessible to minorities, the courts have ruled that job requirements justify making a college degree a qualification for employment. Apparently there is an adequate pool of both minority and majority college-educated men and women interested in police employment. A college education can be both empirically and legally justified as a BFOQ and should be established.

According to representative bureaucracy theory, demographic correspondence between government employees and the local population can lead to more favorable outcomes for minority groups. It argues that police forces with higher minority composition will have more positive outcomes across measures such as fewer excessive force complaints and fewer fatal encounters with officers. Additionally, the book asserts that more representative forces will demonstrate responsiveness and accountability by implementing policies such as citizen review boards for excessive force complaints. It does this by first providing a brief overview of issues surrounding race and policing in America, documenting racial representation occurring in local police forces nationwide, and exploring the potential causes and consequences of underrepresentation. It concludes by discussing the implications of our findings and offer potential policy remedies and solutions that local law enforcements can pursue in order to reduce minority underrepresentation and improve policing outcomes.

The Blake Consent Decree included within its requirements the essence of affirmative action and diversity in law enforcement. Individual papers in this volume focus on the characteristics of police academy training classes, models of police demographics before and after the decree, the evaluation of the positive and negative effects of the decree, legal rights of minorities and women resulting from their political emergence in American society, and police attitudes. Like most Blacks who decided to work in law enforcement I had to overcome many obstacles including racial biases, bigotry, unfair policies, and a lack of trust of citizens and the police to achieve many firsts as a low enforcement officer. My strong faith in God, the early teachings of my parents, and a strong desire to help others formed the foundation of success in my career and my life's journey. But it was my determination, education, help from others, and life changing experiences that helped me navigate my career and achieve my goal of helping people who live in all communities within Dayton, Ohio.I hope my new book, The Reasons For A Successful Career - In Law Enforcement & Life, will provide you with a few insights and key bible passages I've used to overcome life's obstacles and bridge the growing racial, social and law enforcement divides we're experiencing in Dayton and across our nation today.

Book excerpt: Racial disparities in law enforcement have been a point of contention since their origin in the middle of the 19th Century. Employment in law enforcement has frequently shown discriminatory treatment to females, minorities and other ethnic groups due to its white-male dominated, paramilitary origin. Deviation from this paramilitary structure has caused more widespread discrimination, prejudice, and racism. This thesis will examine the amount of racial disparity present in a selection of Ohio law enforcement. There have been many advances in minority employment but minorities are still underrepresented in law enforcement. There are still minority communities that don't see diversity in their police departments, courts, and correctional facilities. Data will be used from the 2016 Bureau of Justice Statistics survey, and the Law Enforcement Management and Administrative Statistics (LEMAS) database and information on six Local Police Departments in Ohio, namely Akron, Cincinnati, Cleveland, Columbus, Dayton and Steubenville. Statistics from the Pew Research Center and the Census Bureau will also be used to pull statistics from local police departments and their numbers of minorities amongst the ranks. This research will cover the hiring and the promotional processes that often disqualifies minorities. It will also proffer a solution that will allow for a more nondiscriminatory process.
