Available in PDF, EPUB and Kindle. Book excerpt: Joseph Rothschild Book Prize Honorable Mention Strategic Frames analyzes minority policies in Estonia and Latvia following their independence from the Soviet Union. It weighs the powerful influence of both Europe and Russia on their policy choices, and how this intersected with the costs and benefits of policy changes for the politicians in each state. Prior to EU accession, policymakers were slow to adopt minority-friendly policies for ethnic Russians despite mandates from the European Union. These initiatives faced majority opposition, and politicians sought to maintain the status quo and their positions. As Jennie L. Schulze reveals, despite the credit given to the democratizing influence of European institutions, they have rarely produced significant policy changes alone, and then only when domestic constraints were low. Whenever domestic opposition was high, Russian frames were crucial for the passage of reforms. In these cases, Russia’s activism on behalf of Russian speakers reinforced European frames, providing powerful justifications for reform. Schulze’s attention to both the strategic framing and counter framing of external actors explains the controversies, delays, and suboptimal outcomes surrounding the passage of “conditional” amendments in both cases, as well as the local political climate postaccession. Strategic Frames offers a significant reference on recent developments in two former Soviet states and the rapidly evolving spheres of political influence in the postindependence era that will serve students, scholars, and policymakers alike.

Available in PDF, EPUB and Kindle. Book excerpt: Valdis Lumans provides an authoritative, balanced, and comprehensive account of one of the most complex, and conflicted, arenas of the Second World War. Struggling against both Germany and the Soviet Union, Latvia emerged as an independent nation state after the First World War. In 1940, the Soviets occupied neutral Latvia, deporting or executing more than 30,000 Latvians before the Nazis invaded in 1941 and installed a puppet regime. The Red Army expelled the Germans in 1944 and reincorporated Latvia as a Soviet Republic. By the end of the war, an estimated 180,000 Latvians fled to the West. The Soviets would deport at least another 100,000. Drawing on a wide range of sources--many brought together here for the first time--Lumans synthesizes political, military, social, economic, diplomatic, and cultural history. He moves carefully through traditional sources, many of them partisan, to scholarship emerging since the end of the Cold War, to confront such issues as political loyalties, military collaboration, resistance, capitulation, the Soviet occupation, anti-Semitism, and the Latvian role in the Holocaust.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on the role of arts in the construction of national identity, Suzanne Pourchier-Plasseraud has chosen to study the case of a country lacking an ancient state history of its own, Latvia. This book analyses the part played by the visual arts in transmuting the cultural concept of a nation, advocated by a small intelligentsia, into a widespread claim for independence. By the end of the 19th century, fretting under Russian political domination and German economic and cultural supremacy, the Latvians turned back to their own language, culture and folklore, with a special interest for their dainas, their timeless common heritage rooted into a mythical golden age. Latvian artists thus found themselves entrusted with the mission of creating a national iconographic representation and a specifically Latvian art, freed from Russian and German influences. The author shows how the links between the cultural and political spheres evolved between 1905 and 1940, including during the period of authoritarian government preceding WWII. An enlightening contribution to understanding how art and history can be turned into social and political instruments, this book reaches far beyond the Latvian case to a European and even global scope.
