The election of Latino legislators in the United States is thus complex and varied. This book provides evidence on how successful Latinos have been in winning state legislative and congressional districts in which they have no natural advantage. In particular, this book demonstrates that Latino candidates benefit from higher percentages of Latino citizens in the state, more liberal citizenries and citizen legislatures. Book excerpt: During the past decade, racial/ethnic minority women have made significant strides in U.S. politics, comprising large portions of their respective minority delegations both in Congress and in state legislatures. This trend has been particularly evident in the growing political presence of Latinas, yet scholars have offered no clear explanations for this electoral phenomenon—until now. In The Latina Advantage, Christina E. Bejarano draws on national public opinion datasets and a close examination of state legislative candidates in Texas and California to demonstrate the new power of the political intersection between race and gender. Underscoring the fact that racial/ethnic minority women form a greater share of minority representatives than do white women among white elected officials, Bejarano provides empirical evidence to substantiate previous theoretical predictions of the strategic advantage in the intersectionality of gender and ethnicity in Latinas. Her evidence indicates that two factors provide the basis for the advantage: increasingly qualified candidates and the softening of perceived racial threat, leading minority female candidates to encounter fewer disadvantages than their male counterparts. Overturning the findings of classic literature that reinforce stereotypes and describe minority female political candidates as being at a compounded electoral disadvantage, Bejarano brings a crucial new perspective to dialogues about the rapidly shifting face of America’s electorate.

In the case of Latinas, stereotypes as well as national media coverage and labeling of “Latino” issues potentially creates an electoral burden for Latina candidates at the local, state, and national level. The intersection of race and gender is complicated and often creates more questions than it answers. How are Latinas elected? Are they served by this complex identity or hindered by it? Latinas in American Politics: Embracing and Changing Political Tradition begins addressing the issues by examining the stereotypes Latinas face while running for political office. More specifically, the perception of voters on ideological standings of Latinas provides insight as to what party Latinas are identified with and how they can use this to their advantage. In addition to establishing the role stereotypes play in the electability of Latinas, the way they use and diffuse these stereotypes via campaigns is examined. The images that Latinas present and how they interact with voters via social media establishes a new dynamic in campaigning and allows for theory building in the area of race, gender, and campaigns. Aside from campaigning, party identification for a Latina creates a different barrier. How do Latinas bridge this? Case studies of prominent Latina officials are examined to understand within which contexts and under what conditions Latinas as candidates and as elected officials will experience intersectionality as advantage and disadvantage. Finally, the examination of Latina congressional members shows whether and how the intersection of gender and ethnicity in descriptive representation contributes uniquely to patterns of substantive representation. Ultimately, this volume demonstrates how the intersection of race and gender creates unique situations for representation and electability of candidates.

Book excerpt: Oversight answers the question of whether black and Latino legislators better represent minority interests in Congress than white legislators, and it is the first book on the subject to focus on congressional oversight rather than roll-call voting. In this important book, Michael Minta demonstrates that minority lawmakers provide qualitatively better representation of black and Latino interests than their white counterparts. They are more likely to intervene in decision making by federal agencies by testifying in support of minority interests at congressional oversight hearings. Minority legislators write more letters urging agency officials to enforce civil rights policies, and spend significant time and effort advocating for solutions to problems that affect all racial and ethnic groups, such as poverty, inadequate health care, fair housing, and community development. In Oversight, Minta argues that minority members of Congress act on behalf of broad minority interests--inside and outside their districts--because of a shared bond of experience and a sense of linked fate. He shows how the presence of black and Latino legislators in the committee room increases the chances that minority perspectives and concerns will be addressed in committee deliberations, and also how minority lawmakers are effective at countering negative stereotypes about minorities in policy debates on issues like affirmative action and affordable housing.

Book excerpt: This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. The findings on good practices and challenges are discussed within a broader body of comparative research, providing knowledge to academia, policymakers, and international cooperation agencies about the remaining obstacles to strengthening Latin American democracies and the need to continue exploring the links between subnational politics and democratization of federal political systems.

Book excerpt: The Latino population has experienced significant growth in the last few decades, and as a result of that growth, the Latino population is now the largest minority group in the U.S. Despite this, our understanding of the attitudes, behavior, and representation of this group still lags relative to others in American society. As a result of that growth, the Latino population is now the largest minority group in the U.S. Amongst other things, which is why there is a need to explore how this group is represented in government. Prior work - be it due to data limitations, the low number of Latinos in office, or theoretical considerations - has been unable to provide an adequate picture of the level of representation afforded to Latinos. This study is an attempt to add to our understanding of Latino representation in the U.S. I do this through the presentation of three distinct but interrelated papers. The first paper looks at the level of congruence between Latinos and their legislators relative to non-Latino whites and their legislators. This paper finds that Latinos are at a disadvantage, one that is exacerbated in contexts where they make up larger segments of the population. In addition, I find that this disadvantage is rooted in both the attitudes and behavior of both Anglos and Latinos. The second paper explores legislative communication on Twitter with respect to the interests of the Latino population. I find that Latino and Democratic legislators are more likely to post about issues important to Latinos. I also find that there is a difference in the behavior of Latino and non-Latino legislators attributable to legislator ethnicity, with Latino legislators more likely to post symbolic messages than their non-Latino colleagues. The third paper explores the role of legislator ethnicity in policy framing on bilingual education. I find that shared ethnicity, or rather the lack thereof, between legislators and respondents does influence support for bilingual education in certain situations. Collectively, these papers provide a clearer picture of the relationship between legislators and their constituents and of the role that legislator characteristics and district demographics play in influencing legislative behavior.

While the debate is varied and fervent, data from "The Letters to Congress Project" introduces a new measurement for legislative attentiveness and legislative equality: the time it takes a legislator to respond to different constituents in his or her district. This study reveals that legislators do not respond at the same rates to ethnic and gendered groups. The significant variation of having a legislator respond to a white female within a week compared to responding to a Hispanic male within two months demonstrates that there is a great disparity in legislative attentiveness. When a legislator is more or less partial to specific types of people, this suggests that there is a lapse in representational equality, a disquieting trend especially when considering changing demographics. This thesis seeks to explain the reason for these unequal response rates and reveal that legislators still have biases that need to be overcome.
