During the latter part of 1911 and the first part of 1912 the author traveled in almost all the countries of Latin America, studying the institutions of higher and special education. The author visited practically all the universities and a great many normal, commercial, industrial, and agricultural schools, with the ambition of observing at first-hand their organization, administration, curricula, methods, and physical equipment. In addition to interviews with administrative officers, instructors, and students, the author gathered all the printed matter available, such as official reports, curricula, laws, and statutes of the institutions, historical notes, university and student publications, and statistical memoranda. Even for institutions not visited the author has had access in most cases to original official reports. It would therefore be useless to append a detailed bibliography, since it could only be an enumeration of university annuals and similar publications. The present treatise lays no claim to completeness. It is a general survey of the whole wide subject of higher and special education in Latin America, and is given to the public in the hope of conveying a comprehensive idea of Latin-American educational institutions and of provoking more detailed studies in an interesting field. If for no other reason, so great an area and so thinly populated, where such vast natural resources, of which other nations are in need, can be found comparatively untouched, is sure to exercise some day a strong balance of power. The last generation witnessed the rise of the United States of America to the highest pinnacle of power and influence; it is no wild stretch of the imagination to point out the possibility of a corresponding development of Hispanic America in the next few generations. So much for Hispanic America in general and for its potential possibilities. Book excerpt: Excerpt from Suggested Next Steps in Latin America As I boarded the Pan American plane at Miami on April 17, 1942 for a four months' trip to the countries of South and Central America, this question was dominant in my mind: What next step is most important in each country of Latin America in order to bring about an advance in Christian education? Clearly, it would not be possible to solve all the problems of the Evangelical forces by a single sweep of a wand of mighty magic; but a significant forward move might result if just the right service could be rendered at those points from which its influence would radiate most effectively to the whole constituency. The trip took me to all the countries of South America except the Guianas, to all countries of Central America except British Honduras, and to Jamaica and Mexico. Previously I had visited Cuba, Haiti, the Dominican Republic, Puerto Rico, and Mexico. The outline map across the page shows the routes of these journeys. The first was by boat and train, the second by boat and plane, and the third entirely by plane except for a few side-trips. This pamphlet contains informal accounts of the visits, of impressions received, and of suggested next steps. No effort has been made to describe all that I saw and heard in any country. It is intended to be neither comprehensive in scope nor exhaustive in detail; rather it is illustrative and introductory. When one is introducing a friend to a group of friends, he does not tell everything about each, but gives the name and some interesting item of information which will invite further acquaintance, and it is no reflection upon the others if he happens to say more about one than he does about the rest. I like my new friends in Latin America and wish others everywhere to meet them and to gain a sense of abiding fellowship with them in their work. I hope that the suggested next steps will prove worthy and will receive careful consideration by those who can help to make them possible. To this end the Congress has not only used all the means at its command, but has disseminated its appeal through the United States Bureau of Edu cation. With the announcement to the world of the open ing of the Panama Canal there are to come adjust ments in transportation that may fluctuate and be unsteady for a period, but must ultimately become established along lines of genuine economic advantage. The South is in a position, on the simple basis of transportation, understood by all business men, to cut distances in half by way of the Panama Canal, with many of the great ports of the East and the West. I am not one of those who expect magic advantage to come immediately to the Southern States, but I have the conviction that the physical advantages in coast line and navigable streams, together with the proxim ity to Latin America, insures the extension and use of our Gulf and South Atlantic ports, the building up of our cities, and the general prosperity of our people. The Gulf ports that during the centuries have been, in a sense, in a pocket of the great sea, are now upon a highway of world commerce. That bulletin had a surprising popularity. An edition of five thousand was distributed within a short time, mainly in response to requests from all parts of the country. Even after a lapse of more than eight years, calls for Copies are frequently received. An earnest effort has been made to prepare a practical manual that will meet some of the immediate needs of the young teacher of Latin. The plans proposed represent actual experience in the high school, the normal school, and the college. They have been tested thoroughly and found effective. They do not represent a final solution of all the problems of the young teacher, but they do represent the best contribution the writer can now make to the cause of better teaching in our schools. Some of the suggestions here given were made originally by Professor C. U. Clark, director of the American Acad emy, Rome, Italy. My obligation to him is very great. Professors G. J. Laing and F. J.
