Continuing to grow through protectionist efforts during the 1960s and 1970s, the industry began to decline when container technology, requiring large capital investments, shifted competition to access capital. This book shows how technology undermined and finally shattered the nationalist efforts to create a significant Latin American merchant shipping industry. Written in a clear and concise style, it provides the first authoritative survey of Latin American shipping during the second half of the century. The book opens with a discussion of cargo preference—a form of protectionism—in Chile and shows how Latin American merchant fleets expanded under cargo preference. Most countries witnessed a dramatic expansion in their national fleets. In the 1970s, the impact of containers, a new technology, began to be felt. As the book shows, the large capital outlays needed to adopt containers undermined the foundations of Latin American shipping companies, and most of the merchant shipping companies in the region gradually collapsed. Book excerpt: An account of the history, structure, and operation of the First and Second Banks of the United States, this study examines how the banks performed as national and central institutions, and what happened to the economy when the charter of the Second Bank was allowed to expire in 1836. Historians have paid little recent attention to the early history of central banking in the United States, and many Americans believe that the Federal Reserve, created in 1913, was our first central bank. The economic crisis during the American Revolution actually led to the founding of a national bank, called the Bank of North America, during the period of Confederation. Although it became a private bank before the Constitution was ratified in 1788, it proved to be such a success that in 1791 Alexander Hamilton, the first Secretary of the Treasury, was able to convince President Washington that a similar bank should be established. While the First Bank of the United States performed well during its tenure, its charter was allowed to lapse in 1811. A Second Bank of the United States was created five years later in 1816, and it prospered under the leadership of its third president, Nicholas Biddle, from 1823 to 1830, when central banking was practiced. This success ended with the 1828 election of Andrew Jackson, who refused to recharter the bank and withdrew the government's funds in 1833. Severely weakened, the Bank continued, but its charter finally expired in 1836, much to Biddle's dismay.

Yet little attention has been given to the relationship between them—at first cooperative, then increasingly one of conflict and factionalism—or to the impact of that relationship on policy formulation. This book sheds new light on their roles in policy making and relates those roles to larger conflicts over where policy should be made, how the Federal Reserve System should be structured, and the balance that should be struck between international, national, and regional considerations. Focusing on the Hoover-Strong relationship from a political rather than a purely economic perspective, the book's scope includes both domestic and international aspects of Federal Reserve policy formulation. New sources have enabled the author to provide both fresh details and a broader interpretation. Elaborating on the belief that the Depression resulted from policies developed during the autumn of 1927, the author contends that the foundation for those policies was laid with America's decision to underwrite the Dawes plan, the decision to underwrite England's return to the gold standard, and the involvement in European monetary stabilization—all issues over which Hoover and Strong disagreed.

It provides a clear and readable description of military combat occurring in Latin America from 1948 to the start of 1982. (In an unusual peaceful lull, Latin America experienced no wars from 1942 to 1947.) Although the text concentrates on combat narrative, matters of politics, business, and international relations appear as necessary to explain the wars. The author draws on many previously unknown sources to provide information never before published. The book traces the many insurgencies in Latin America as well as conventional wars. Among the highlights are the chapters on the Cuban and Nicaraguan insurrections and on the Bay of Pigs invasion. One goal of the text is to explain why, of the many insurgencies appearing in Latin America, only those in Cuba and Nicaragua were successful in overthrowing governments. The book also helps explain why even unsuccessful insurgencies have survived for decades, as has happened in Colombia and Peru.
