Book excerpt: While the pandemic lasts, Latin America and the Caribbean (LAC) will go through a tunnel full of uncertainty. It is not known especially how long it is: how long until therapies or a vaccine emerge, or until best practices are known to control the pandemic to live with a virus of unknown lethality. This note describes policy options on how countries can expand their possibilities to meet the economic challenges of the crisis, with an emphasis on growth and equity. These options are based on the assumption that the fiscal situation of the region and its access to sovereign credit markets are much more restricted than in previous crises, which forces to think about policy reforms beyond fiscal ones to accelerate the Economic recovery. The options are ambitious, but the ambition meets the need. This document is part of a series of 3 IDB monographs on public policies in the context of COVID-19. Book excerpt: This book argues that Latin America must confront two main challenges: greater innovation to increase productivity, and greater inclusion to incorporate more of the population into the benefits of economic growth. These two tasks are interrelated, and both require greater institutional capacity to facilitate both innovation and inclusion. Most countries in Latin America are struggling to escape what economists label “the middle income trap.” While much if not all of the region has emerged from low income status, neither growth nor productivity has increased sufficiently to enable Latin America to narrow the gap separating it from the world’s most developed economies. Although income inequality has diminished across much of the region in recent years, social vulnerability remains widespread and institutional weaknesses continue to plague efforts to achieve equitable development. This volume identifies lessons that can be learned and adapted from experiences within the region and in East Asia, where the middle income trap has largely been avoided. This book is the result of a collaborative project undertaken by American University’s Center for Latin American & Latino Studies (CLALS) and the Corporation for Latin American Studies (CIEPLAN) in Chile, with financial support from the Inter-American Development Bank’s Office of Strategic Planning and Development Effectiveness.

Both the poor and the wealthy have paid a price for this inequality, which is in part responsible for the region's low growth rates. The essays in this book propose new ways of reducing inequality, not by growth-inhibiting transfers and regulations, but by enhancing efficiency—eliminating consumption subsidies for the wealthy, increasing the productivity of the poor, and shifting to a more labor and skill-demanding growth path. In Beyond Tradeoffs, Latin American experts demonstrate how market-friendly measures in key policy areas can simultaneously promote greater equity and greater efficiency. By identifying win-win strategies, the authors challenge the conventional wisdom that there is always a tradeoff between these two objectives. Book excerpt: The impact of foreign participation on the integration of Latin American equity markets with the world capital markets and transmission of volatility between the United States and Latin America is investigated with various investment liberalizations. First, the risk exposure of Latin American equity markets as measured by the beta on the world portfolio is found to increase after liberalization in Argentina and Brazil while it increases in Chile with an index of ADRs listed in the U.S. Second, the volatility of the Argentine and Brazilian markets is found to decline significantly after liberalization and with various measures of foreign participation. Third, the transmission of volatility from the U.S. to Latin America is found to increase significantly in Mexico after liberalization. However, volatility is found to be driven primarily by domestic factors in Argentina, Brazil and Chile. It is concluded that foreign participation in Latin American equity markets has increased the influence of world returns on local market returns while the volatility of Latin American equity markets has declined under various investment liberalizations.

In the beginning, recent trends and economic developments in the emerging markets are reviewed. After that, the diversification benefits of expanding the investment horizon by including Latin American stocks are evaluated. The Colombian and Peruvian market provided investors with high returns in the past and the Chilean stocks showed low risk. Therefore, the inclusion of these markets might prove to be beneficial. Market efficiency is inspected via variance ratio tests and technical trading strategies. Many markets are found to be inefficient. That is why investors need to check whether crucial information is currently reflected in the market price. At the same time, they can potentially generate excess returns by employing technical trading rules. Lastly, tail risk measures are depicted, risk premia are compared between the markets, and the influence of exchange rates on stock returns is explored. This allows investors to be aware of the potential consequences of extreme events, compare return rewards for risk between the markets, and the impact of exchange rates.
