In these countries change is exciting, occurring at such a rapid pace that a major breakthrough hi economic growth appears within grasp. After an almost decade-long period of recession and stagnation, many Latin American economies now have elected governments. With a few exceptions, most have also improved their socioeconomic conditions beyond meeting basic human needs. Yet few North Americans or Europeans are aware of these advances. How does Latin America fit into the changing world in the 1990s, and why should someone living in the United States, Europe, or developed parts of the Pacific Basin care? Fast Forward shows that Latin America's economic renaissance clearly has implications for a post-Cold War world order. Latin America is starting to make important contributions, particularly in the areas of international diplomacy, economics, and culture. Collectively, Latin Americans now demonstrate a coherent collective will about where they wish to take themselves. This does not mean that U.S. influence in the Americas will soon disappear, but that new challenges in the international system will force greater equity in Western Hemisphere relationships. While Latin America in the 1990s offers much to be excited about, the authors caution that there are dangers in being too enthusiastic. The always-present potential for top-down authoritarian approaches must temper enthusiasm about a better Latin American future. Despite this, the authors see a well-defined departure from past economic modes occurring and the potential for a higher level of development for some countries. This book is for economists, sociologists, and political scientists interested in economic and political development, and researchers interested in Latin America in particular.

A collection of original essays by distinguished younger scholars, it proposes original concepts and methods for analyzing crucial problems in Latin American history. Using as examples such subjects as salvery, dictatorship, immigration, and the relationship between land ownership and political power, the contributors show how approaches and techniques from psychology, political science, economics. and sociology can be applied to historical studies. The papers attempt to explain the thematic and substantive importance of the particular problems at hand; describe and evaluate standard approaches to them; propose original hypotheses; suggest methods for testing the hypotheses; or indicate major methodological or conceptual difficulties that have so far hampered such work. Despite their diversity of content, the papers show strong underlying unities. First, they all point to the need for placing institutions and actions in a broad societal context. The authurs present an implicit, cumulative argument against the excessive isolation of historical phenomena. Second, they demonstrate the utility of interdisciplinary research. Third, they issue an implicit call for rigorous comparative analysis. The propositions formulated in these essays can best tested and modified in comparative fashion. Ultimately this book deals with the exposition of a research style: a style based on systematic doubt, an awareness of the need for conceptual rigor, and a willingness to try new methodologies. Using newly released data from the Chinese Government along with extensive interviews in China and Latin America, Li gives us the first systematic analysis of the economic and political ideas underlying this surge in Sino-Latin American economic relations. His focus on China's relations with six major trading partners--Brazil, Argentina, Cuba, Chile, Mexico, and Peru--provides an accurate assessment of trends and prospects for an emerging bilateral economic partnership. The conclusions of this study find that Sino-Latin American ties have become less ideological and present PRC involvement has been largely compatible with Western interests. Since China is expected to develop into a major economic player in Latin America in the years to come, it is important for the United States to understand the implications of these burgeoning relations. This study is a valuable and much-needed contribution to the literature of South-South cooperation and collective self-reliance. Li examines three main areas of Sino-Latin American economic relations: trade, aid, and investment. Beginning with the Communist Revolution in China, he traces the history of China's relations with the six Latin countries, moving through early developments, the post-Cuban Revolution era, the 1970s normalization period, and China's Open-Door policy. Future prospects are considered in the concluding chapters, with hopes for greater economic interactions depending on the outcomes of China's own economic reforms and Latin America's economic recession. After the Second World War demolished the old order, a group of economists and policymakers from across Latin America imagined a new global economy and launched an intellectual movement that would eventually capture the world. They charged that the systems of trade and finance that bound the world’s nations together were frustrating the economic prospects of Latin America and other regions of the world. Through the UN Economic Commission for Latin America, or CEPAL, the Spanish and Portuguese acronym, cepalinos challenged the orthodoxies of development theory and policy. Simultaneously, they demanded more not less trade, more not less aid, and offered a development agenda to transform both the developed and the developing world. Eventually, cepalinos established their own form of hegemony, outpacing the United States and the International Monetary Fund as the agenda setters for a region traditionally held under the orbit of Washington and its institutions. By doing so, cepalinos reshaped both regional and international governance and set an intellectual agenda that still resonates today. Drawing on unexplored sources from the Americas and Europe, Margarita Fajardo retells the history of dependency theory, revealing the diversity of an often-oversimplified movement and the fraught relationship between cepalinos, their dependentista critics, and the regional and global Left. Because the United States, from the very nature of its geographic and economic relationship with its southern neighbors, must inevitably exercise a strong influence on the course which that development takes, it is important that North Americans understand conditions in Latin America and the attitudes of its peoples. Roberto de Oliveira Campos, former Brazilian Minister of Economic Planning, is in a unique position to evaluate both past accomplishments and future problems. In this group of essays, Campos gives a comprehensive analysis of many aspects of Latin American development in the mid-twentieth century. He examines relations between the United States and Latin America from a variety of angles, and he outlines the basic problems of economic development, of governmental policy, and of public and private administration. He gives particular attention in several essays to the relationship of foreign trade and foreign aid to economic development, and he presents a long discussion of the Alliance for Progress—its history, its purposes, its accomplishments, and its failures. Campos’s philosophy regarding the role of the state in economic development and other questions emerges clearly from these pithy essays. “The valid distinction I see on the basis of my analysis of men and things is between pragmatic or functional nationalists and romantic or temperamental nationalists,” he writes. “The latter confuse intention with results. They start with enthusiasm and end in fanaticism, this being, according to Santayana, ‘the art of redoubling efforts after losing sight of objectives.’ . . . Many [romantic nationalists], though they do not confess it, favor the dangerous purgery of revolution. “The pragmatic nationalist seeks to operate within the frame of democratic institutions and prefers reform to revolution. As to myself, I shall continue considering myself a pragmatic nationalist. I renounce the temptation of mobilizing resentment in order to gain the authority to plan development. I would rather strengthen the national entrepreneur than merely antagonize the foreigner. I would want the state not to do what it cannot do in order to do what it should do. I prefer to love my own country rather than to hate the others’.”
