After the Second World War demolished the old order, a group of economists and policymakers from across Latin America imagined a new global economy and launched an intellectual movement that would eventually capture the world. They charged that the systems of trade and finance that bound the world’s nations together were frustrating the economic prospects of Latin America and other regions of the world. Through the UN Economic Commission for Latin America, or CEPAL, the Spanish and Portuguese acronym, cepalinos challenged the orthodoxies of development theory and policy. Simultaneously, they demanded more not less trade, more not less aid, and offered a development agenda to transform both the developed and the developing world. Eventually, cepalinos established their own form of hegemony, outpacing the United States and the International Monetary Fund as the agenda setters for a region traditionally held under the orbit of Washington and its institutions. By doing so, cepalinos reshaped both regional and international governance and set an intellectual agenda that still resonates today. Drawing on unexplored sources from the Americas and Europe, Margarita Fajardo retells the history of dependency theory, revealing the diversity of an often-oversimplified movement and the fraught relationship between cepalinos, their dependentista critics, and the regional and global Left. By examining the political ventures of dependentistas and cepalinos, The World That Latin America Created is a story of ideas that brought about real change.

Arguments along the lines of this PPP critique have been frequently mentioned when discussing topics such as declining terms of trade for raw materials, the unequal access to the world markets, exploitative practices of labour-intense industries, socially detrimental impositions of structural adjustment measures, the increasing hegemony of the United States (US) over Latin America through new free-trade arrangements or projects such as Plan Colombia, and many more. The purpose of this paper is to look beyond plain accusations by assessing the international arena Latin America found itself in since 1870 as well as the efforts made by Latin America to achieve a more equitable insertion into it. Taking into consideration the complexity of the topic, I will only broadly outline earlier attempts while focussing on efforts taken after the Great Depression of 1929. The essay will be organised in four main sections covering the three major phases plus a conclusions section: Primary commodity exports (PCE), import substitution industrialisation (ISI), neo-liberalism (NL), and the conclusions section which will also cover Latin America's prospects. The important aspect of regionalism will be split into "old regionalism", which will be covered in the ISI section, and "new regionalism", which falls into the phase of neo-liberalism.

Journalists, scholars, and politicians alike reinforce the perception that anti-Americanism is an entrenched sentiment in many foreign countries. Political scientist Giacomo Chiozza challenges this conventional wisdom, arguing that foreign public opinion about the U.S. is much more diverse and nuanced than is generally believed. Chiozza examines the character, source, and persistence of foreign attitudes toward the United States. His findings are based on worldwide public opinion databases that surveyed anti-American sentiment in Islamic countries, Europe, Latin America, Africa, and East Asia. Data compiled from responses in a wide range of categories -- including politics, wealth, science and technology, popular culture, and education -- indicate that anti-American sentiments vary widely across these geographic regions. Through careful analyses, Chiozza shows how foreign publics balance the political, social, and cultural dimensions of the U.S. in their own perceptions of the country. He finds that popular anti-Americanism is mostly benign and shallow; deep-seated ideological opposition to the U.S. is usually held among a minority of groups. More often, Chiozza explains, foreigners have conflicting attitudes toward the U.S. He finds that while anti-Americanism certainly exists, the United States is equally praised as a symbol of democracy and freedom, its ideals of liberty, equality, and opportunity applauded. Fast Forward shows that Latin America's economic renaissance clearly has implications for a post-Cold War world order. Latin America is starting to make important contributions, particularly in the areas of international diplomacy, economics, and culture. Collectively, Latin Americans now demonstrate a coherent collective will about where they wish to take themselves. This does not mean that U.S. influence in the Americas will soon disappear, but that new challenges in the international system will force greater equity in Western Hemisphere relationships. While Latin America in the 1990s offers much to be excited about, the authors caution that there are dangers in being too enthusiastic. The always-present potential for top-down authoritarian approaches must temper enthusiasm about a better Latin American future. Despite this, the authors see a well-defined departure from past economic modes occurring and the potential for a higher level of development for some countries. This book is for economists, sociologists, and political scientists interested in economic and political development, and researchers interested in Latin America in particular.
