Book excerpt: Computer-centered networks and technologies are reshaping social relations and constituting new social domains on a global scale, from virtually borderless electronic markets and Internet-based large-scale conversations to worldwide open source software development communities, transnational corporate production systems, and the global knowledge-arenas associated with NGO networks. This book explores how such "digital formations" emerge from the ever-changing intersection of computer-centered technologies and the broad range of social contexts that underlie much of what happens in cyberspace. While viewing technologies fundamentally in social rather than technical terms, Digital Formations nonetheless emphasizes the importance of recognizing the specific technical capacities of digital technologies. Importantly, it identifies digital formations as a new area of study in the social sciences and in thinking about globalization. The ten chapters, by leading scholars, examine key social, political, and economic developments associated with these new configurations of organization, space, and interaction. They address the operation of digital formations and their implications for the development of longstanding institutions and for their wider contexts and fields, and they consider the political, economic, and other forces shaping those formations and how the formations, in turn, are shaping such forces. Following a conceptual introduction by the editors are chapters by Hayward Alker, Jonathan Bach and David Stark, Lars-Erik Cederman and Peter A. Kraus, Dieter Ernst, D. The crisis spread quickly across the region, where investor confidence plummeted, resulting in massive capital outflows, stock market collapses, high unemployment, and even insurrection. The Asian economic miracle that had stimulated so much awe and even dread, now invoked pity and apprehension in greater measure. The contributors to this volume investigated change in the innovation and production systems of Asian states in response to economic and political upheaval. They conducted empirical studies of several regional industries - autos, semiconductors, and hard disk drives - and seven different national economies: China, Malaysia, Japan, Singapore, South Korea, Thailand, and Taiwan. How has a developing country with a spectacularly inefficient financial system, coupled with asset-destroying state-owned firms, managed to create a number of vibrant high-tech firms? China's domestic financial system fails most private firms by neglecting to give them sufficient support to pursue technological upgrading, even while smothering state-favoured firms by providing them with too much support. Due to their foreign financing, multinational corporations suffer from neither insufficient funds nor soft budget constraints, but they are insufficiently committed to China's development. Hybrid firms that combine ethnic Chinese management and foreign financing are the hidden dragons driving China's technological development. They avoid the maladies of China's domestic financial system while remaining committed to enhancing China's domestic technological capabilities. In sad contrast, China's domestic firms are technological paper tigers. State efforts to build local innovation clusters and create national champions have not managed to transform these firms into drivers of technological development. These findings upend fundamental debates about China's political economy. Rather than a choice between state capitalism and building domestic market institutions, China has fostered state capitalism even while tolerating the importing of foreign market institutions. While the book's findings suggest that China's state and domestic market institutions are ineffective, the hybrids promise an alternative way to avoid the middle-income trap. By documenting how variation in China's institutional terrain impacts technological development, the book also provides much needed nuance to widespread yet mutually irreconcilable claims that China is either an emerging innovation power or a technological backwater. Looking beyond China, hybrid-led development has implications for new alternative economic development models and new ways to conceptualize contemporary capitalism that go beyond current domestic institution-centric approaches.
