Book excerpt: This paper offers a framework for exploring emerging pathways to innovation in Asian electronics industries, as well as their drivers and policy implications. The focus is on 'stylised facts' rather than on the diversity of specific country trajectories. I demonstrate that the role of Asia's leading players in the electronics industry is changing - from global export production bases for hardware and software, a transition is under way to the creation of commercially viable innovations and standards. I argue that transformations in global markets, production and innovation systems are providing new opportunities for Asian firms that seek to improve their innovative capabilities. To exploit these opportunities, however, important changes are required in Asia's innovation strategies, policies and management approaches. I highlight the considerable potential of 'technology diversification' strategies as an intermediate option for attempts to move beyond 'fast-follower' strategies.

Book excerpt: Computer-centered networks and technologies are reshaping social relations and constituting new social domains on a global scale, from virtually borderless electronic markets and Internet-based large-scale conversations to worldwide open source software development communities, transnational corporate production systems, and the global knowledge-arenas associated with NGO networks. This book explores how such "digital formations" emerge from the ever-changing intersection of computer-centered technologies and the broad range of social contexts that underlie much of what happens in cyberspace. While viewing technologies fundamentally in social rather than technical terms, Digital Formations nonetheless emphasizes the importance of recognizing the specific technical capacities of digital technologies. Importantly, it identifies digital formations as a new area of study in the social sciences and in thinking about globalization. How has a developing country with a spectacularly inefficient financial system, coupled with asset-destroying state-owned firms, managed to create a number of vibrant high-tech firms? China's domestic financial system fails most private firms by neglecting to give them sufficient support to pursue technological upgrading, even while smothering state-favoured firms by providing them with too much support. Due to their foreign financing, multinational corporations suffer from neither insufficient funds nor soft budget constraints, but they are insufficiently committed to China's development. Hybrid firms that combine ethnic Chinese management and foreign financing are the hidden dragons driving China's technological development. They avoid the maladies of China's domestic financial system while remaining committed to enhancing China's domestic technological capabilities. In sad contrast, China's domestic firms are technological paper tigers. State efforts to build local innovation clusters and create national champions have not managed to transform these firms into drivers of technological development. These findings upend fundamental debates about China's political economy. Rather than a choice between state capitalism and building domestic market institutions, China has fostered state capitalism even while tolerating the importing of foreign market institutions. While the book's findings suggest that China's state and domestic market institutions are ineffective, the hybrids promise an alternative way to avoid the middle-income trap. By documenting how variation in China's institutional terrain impacts technological development, the book also provides much needed nuance to widespread yet mutually irreconcilable claims that China is either an emerging innovation power or a technological backwater. Looking beyond China, hybrid-led development has implications for new alternative economic development models and new ways to conceptualize contemporary capitalism that go beyond current domestic institution-centric approaches.

It draws upon an extensive survey of primary and secondary sources on Chinese science and technology, interviews, and field research in China during November 1984; observations and reports from other visitors to the PRC; interviews with Chinese R & D personnel studying in the United States; and interviews with American businessmen involved in trade and technology relations with the PRC. It focuses on China's ability to introduce new products and processes in the R & D production system. The study suggests that, while many factors have impeded technological change, many of the obstacles seem more matters of infrastructure and management than of the availability of technology per se. The Chinese have introduced a number of reforms, with mixed results. On balance, the Chinese electronics industry has achieved noticeable gains in its pursuit of technological innovation, but their full effects are not likely to be felt for some time."--Rand abstracts
