Book excerpt: This report presents information about selected characteristics and experiences of high school sophomores in 2002 who subsequently dropped out of school. It also presents comparative data about late high school dropouts in the years 1982, 1992, and 2004. Three data sources provide the information for the report: the High School and Beyond Longitudinal Study of 1980 Sophomores (HS&B-So:80/92), the sophomore cohort of the National Education Longitudinal Study of 1988 (NELS:88), and the sophomore cohort of the Education Longitudinal Study of 2002 (ELS:2002). In each case, high school students were surveyed in the spring term of their sophomore year and then again 2 years later in the spring, when most of them were seniors. Dropouts are defined as sophomores who left school (and remained out of school) without receiving a regular diploma or earning a GED or equivalency credential by the spring 2 years later. All estimates have been weighted to represent the population of high school sophomores in each cohort, and the estimated standard errors account for the complex survey designs of these studies. All comparisons reported, unless explicitly noted, have met the criterion of statistical significance using a two-tailed Student's t test with an alpha level of 0.05. Adjustments for multiple comparisons were not included. The report is provided with the caution that the relationships between student characteristics and dropping out are purely correlational and do not indicate causality. This report is descriptive in nature, and the results are from bivariate comparisons that test for differences between groups defined by student characteristics and dropout status. Release of this descriptive report is intended to encourage more in-depth analyses of the relationship between these variables using more sophisticated statistical methods. Dropping out of high school is a major life event that severely impacts students' chances for subsequent educational and occupational opportunities. Even if dropouts obtain an equivalency credential, their ability to benefit from additional postsecondary options may be limited. Two appendixes are included; (A) Technical Notes and Glossary; and (B) Standard Error Tables. (Contains 9 footnotes, 3 figures and 51 tables. Appendix A is footnoted and referenced separately.).

Book excerpt: This study uses data from the 1988 National Education Longitudinal Study and its 1994 followup to examine the educational and employment attainment of 1988 eighth graders who dropped out of high school. About half of them ultimately completed high school. By 1994, 16% had completed a high school diploma, 29% had completed a General Educational Development (GED) or equivalency certificate, and 24% were working on a diploma or GED. The remaining one-third of dropouts had no credential and were not pursuing any further education. High school completion among dropouts was associated with socioeconomic status. Dropouts who had demonstrated academic ability, although not necessarily academic performance, were most likely to complete high school. By 1994, 2 years after most of the"cohort" had completed high school, high school completion among dropouts was associated with some educational, but few employment, characteristics. In 1994, most dropouts were either working, looking for work, or at home. About the same proportion of dropouts as 1988 eighth graders who had never dropped out reported working full time or part time in 1994, but those who had never dropped out were more likely to be taking academic courses. More than half of those who had never dropped out were enrolled in 2-year or 4-year postsecondary institutions. About one in four dropouts had enrolled in a postsecondary institution by 1994. Book excerpt: In response to a congressional request, GAO provided an overview of national survey information on: (1) the number of school dropouts; (2) factors relating to youth dropping out of school; (3) factors associated with youth returning to school; (4) labor market consequences of dropping out; and (5) dropout assistance programs. GAO noted that: (1) high school graduation rates have increased significantly during the last 50 years; (2) high school students' achievement levels declined during the late 1960's and 1970's; (3) the gap in the employment situation between black and white youth has widened since the 1950's; and (4) chronic joblessness is concentrated among poor and minority dropouts. GAO found that: (1) the dropout rate for youth between the ages of 16 and 24 has remained at about 14 percent for the last decade; (2) the dropout rate for Hispanics, blacks, and economically and educationally disadvantaged young people is much higher; (3) youth who are 2 or more years behind grade level, pregnant, or from a home where the father did not graduate tend to drop out of school; (4) about 50 percent of the dropouts return to school or enroll in educational programs within the first few years after dropping out; (5) dropouts, especially blacks, have fewer job opportunities; and (6) there is little information about effective measures to prevent youth from dropping out of school or to encourage their return to school due to a lack of research and evaluation material on employment and training programs.
