Book excerpt: We study the last mile vehicle supply chain in the International Federation of the Red Cross and Red Crescent Societies (IFRC). The IFRC is one of the benchmark humanitarian organizations working in disaster response and development programs. We analyze the IFRC “better, faster and cheaper” last mile vehicle supply chain using Lee's Triple-A framework of agility, adaptability and alignment. We identify the objective functions and main trade-offs for this supply chain. The objective of the last mile vehicle supply chain supporting disaster response is agility. The extra cost to achieve agility in disaster response programs is compensated with the objective of cost effectiveness in the last mile vehicle supply chain supporting development programs. Cost effectiveness is obtained sacrificing speed. We also identify challenges to the IFRC last mile vehicle supply chain. We suggest areas where operations research and management science can reduce costs which translates into increasing IFRC's investment in social welfare of populations in need.

The broad impacts and quick succession of these three hurricanes also shed light on the effectiveness of the nation's disaster logistics efforts during response through recovery. Drawing on lessons learned during the 2017 hurricanes, this report explores future strategies to improve supply chain management in disaster situations. This report makes recommendations to strengthen the roles of continuity planning, partnerships between civic leaders with small businesses, and infrastructure investment to ensure that essential supply chains will remain operational in the next major disaster. Focusing on the supply chains food, fuel, water, pharmaceutical, and medical supplies, the recommendations of this report will assist the Federal Emergency Management Agency as well as state and local officials, private sector decision makers, civic leaders, and others who can help ensure that supply chains remain robust and resilient in the face of natural disasters.

Existing studies and approaches within disaster management have mainly been focused on some specific type of disasters with certain agency oriented. There is a lack of a general framework to deal with similarities and synergies among different disasters by taking their specific features into account. Book excerpt: The "last mile" of a supply chain is the final step of that supply chain before the product reaches the end consumer. In humanitarian and health delivery supply chains, the last mile represents the final leg of the journey for health care or other assistance to reach beneficiaries, and is a critical bottleneck contributing to the acutely inadequate health care access in resource-limited regions. Operations research methodology can be used to evaluate, lessen, and ultimately overcome this bottleneck. In this dissertation, we present four models developed for this context. First, we develop an inventory model to analyze the interaction between a stockpile and a downstream relief operation for large humanitarian organizations such as the United Nations High Commissioner for Refugees. Second, we present an optimization model that explicitly includes treatment adherence when integrating a clinic's capacity decisions with population health outcomes. Our final two models investigate the effectiveness, then the efficiency and equity, of fleet management programs for health worker vehicles (e.g., nonprofit Riders for Health) in places like rural sub-Saharan Africa. Health access challenges are fundamentally supply chain problems, and these models are a first step in using operations research tools to improve health delivery in resource-limited regions. Humanitarian organizations must use their financial resources wisely to carry out their mandates, and models such as these can help organizations make the best use of their limited response resources.
