Book excerpt: Cada año se produce una negociación institucional que afecta a millones de personas y familias en aspectos tan importantes como los salarios, las jornadas de trabajo, los despidos, las promociones, los traslados, la formación o las vacaciones. Son las relaciones de trabajo, vocablo este último, no nos olvidemos, que procede etimológicamente de la raíz latina tripalium o gran esfuerzo con que se roturaban las tierras con el arado romano. En este contexto, el libro tiene la firme intención de ahondar en algunos de los problemas fundamentales de lo que se considera el núcleo duro de dichas relaciones. El hilo principal que atraviesa la investigación de las relaciones laborales apunta a que el trabajo es más que una mercancía y un conjunto de recursos humanos. Del mismo modo, una suposición crítica que subyace en la obra es la existencia de un conflicto de intereses inherente entre empleados, empleadores y Estado que proviene de un choque de intereses económicos. El punto fuerte de esta obra es presentar una visión particular del mercado laboral español, fundamentalmente desde el ángulo de la negociación colectiva, las reformas laborales, la influencia de los mercados mundiales de la economía, que en su tiempo se denominó división internacional del trabajo, posteriormente globalización y en la actualidad cadenas de valor global; del uso y efectos de las tecnologías de la información y comunicación, que conducen las relaciones de trabajo hacia la transformación digital; del papel que desempeñan los sindicatos, en tanto que instituciones laborales y actores sociales; del rol de los empresarios como actores unitarios de negociación a partir de una evolución corporativista; de la formación continua, necesaria a lo largo de la vida laboral y de la actualización de los conocimientos de la fuerza de trabajo; de las habilidades y competencias necesarias para unos recursos humanos que se han quedado obsoletos y que se debaten entre la oferta y la demanda en lo que se conoce como desajuste; y, finalmente, del encaje de la inmigración y, más en concreto, de la situación de la población inmigrante que busca incorporarse al mercado laboral español.

Although a rapid process of modernization occurred, the Spanish welfare state was seen, until fairly recently, as relatively underdeveloped. However, given the progressive Europeanization and expansion of Spanish social policy, questions arise as to whether the Spanish welfare system should still be considered as peripheral to West European welfare states. This volume is divided into three sections. The first section deals with broad trends in the evolution of the Spanish welfare state. To begin with, the consolidation path of social protection policies is explored. Attention is also paid to the process of Europeanization. Furthermore, the analysis explores advances in gender equality policies. In the second section, attention is turned to governance issues, such as collective bargaining, the interplay among levels of government, the welfare mix and public support for social policies. The third and final part of the book addresses five main challenges facing the Spanish welfare state in the 21st century, namely, the need to enhance flexicurity; to achieve a better work-family balance; to coordinate immigration policies with existing social protection; to tackle the persistence of high rates of relative poverty; and to face intense population ageing, both in terms of increasing needs for care and the reform of the pension system.

Book excerpt: This book presents an original multidisciplinary conceptual framework for the analysis of the processes of construction/transformation of workers' social rights. The framework was developed by taking an analysis of employment and social protection in the Latin European countries as starting-point, and thus offers an innovative alternative to the dominant approaches. It takes account of the institutional forms determining employees' resource flows and associated rights, and introduces a new analytical category of «resource regimes». Four spheres are identified for the observation of recent resource regime changes: employment systems, public policy frameworks, social hierarchies and industrial relations systems. The various chapters explore how each of these spheres participates in the institution of social rights over resources, and identify key vehicles of change such as transformations in forms of employment, labour market policies, pension reforms, the swing to a logic of competencies, social pacts, and the processes involved in the construction of the European Union. The book brings to the fore the dynamic relation between employment, wages and social rights and aims to contribute to current debates on social protection reforms and employment policies implemented at both national and European levels.

The book proposes a ‘new labour market segmentation approach’ for the investigation of issues of job quality, employment inequalities, and precarious work. It questions, in particular, the widely-held assumption that social democratic governments will defend the interests of labor. The evidence shows that labor has become split into two clearly differentiated constituencies: those with secure employment (insiders) and those without (outsiders). The book focuses on three policy areas: employment protection (representing the main concern of insiders), and active and passive labor market policies (the main concern of outsiders). The main thrust of the argument is that the goals of social democratic parties are often best served by pursuing policies that benefit only insiders. The implication of the book's insider-outsider model is that social democratic government is associated with higher levels of employment protection legislation but not with labor market policy. The book also argues that there are factors can reduce insider-outsider differences and weaken their influence on social democratic governments. These hypotheses are explored through the triangulation of different methodologies. The book provides an analysis of surveys and macrodata, and a detailed comparison of three case-studies: Spain, the UK and the Netherlands. Its reinterpretation of the challenges facing social democracy will represent a significant contribution to the comparative politics and political economy literatures.

Book excerpt: The insertion in June 1997 of a Title on employment in the Treaty on European Union has accelerated the drafting of European policy in this field over the last few years. This European dynamic has had widespread impact on the themes and mechanisms that characterise national systems of industrial relations. On the one hand, employment is increasingly governed by rules negotiated between the social partners and, depending on the circumstances, the State. This phenomenon of joint labour market regulation is confirmed by a marked desire on the part of employers' associations and trade unions to integrate employment-related issues into their actions and negotiations. On the other hand, the incorporation of employment-related themes by employers’ associations and trade unions, usually in concertation with government policies, is related with greater coordination of bargaining and concertation mechanisms established at European level and within each Member State. Today, the various national realities appear to be directed to various degrees by these two general tendencies. These phenomena active in the field of employment bargaining must therefore be analysed on three counts: the first focuses on the development of the coordination mechanisms that structure these negotiations, and more specifically raises the issue of co-responsibility for the labour market; the second deals with the strict content of employment bargaining, and examines the question of negotiated flexibility of working conditions and employment; the third addresses the autonomy of collective bargaining in Europe. This analysis informs our research, which is in turn intimately linked to recent changes taking place in national systems of industrial relations.
