Regulations are of critical importance in shaping the welfare of economies and society. Thus, core legal disciplines are exploring the effects of the financial crisis on social rights, labour market regulations, and civil, common law or international law, among others. With no doubt, the economic crisis has deeply impacted our economic, social, political and legal environment. During the last decade, researchers from a wide range of disciplines have been looking for solutions. Now it is time make a side stop on the way and to gather results. The 1rst International SBRLab Conference, Finding solutions for a post-crisis society, is organized by the Social and Business Research Lab (SBRLab), Universitat Rovira i Virgili. It is as an international and virtual meeting point of interdisciplinary research and researchers. The purpose of this international conference is to bring together researchers from management, economics, political, social and legal disciplines in order to present and discuss new trends in their respective fields.

Book excerpt: In many EU Member States, the various economic crises of recent years provided grounds for a rarely equalled level of state intervention in the regulation of labour relations with an explicit aim: the decentralisation of collective bargaining. An extensive body of research – summed up and analysed expertly in the chapters of this very important book – reveals that the process of decentralisation has more often than not led to a situation where salaries and labour conditions are ever more frequently determined by direct negotiations between employer and employees, with the State becoming the sole guarantor of employee protection even as it encourages decreasing labour costs to ensure that companies remain competitive. The comparative approach offered in this book adds to this synthesis by providing examples of speci c recent developments in fourteen Member States and Turkey. Among the numerous topics and issues that arise are the following: – ‘opt-out’ clauses that derogate unfavourably from sectoral agreement standards; – extension of the employer’s unilateral decision-making power; – ‘memoranda of understanding’ imposed by the ‘troika’ (EU, ECB, and IMF); and – ‘stand-by arrangements’ imposed by the IMF. Book excerpt: As unions in most other industrialized democracies continue to decline, unions in Spain have been able to regain and maintain strength despite unfavorable institutional, political, and economic conditions. The Politics of Industrial Relations provides a comprehensive analysis of Spanish unions from the Franco dictatorship until the present. It builds on industrial relations, comparative politics, and political economy literature to investigate the trajectory of Spanish unions. The book analyzes unions as political actors, that is, their interaction and involvement with governments, political parties, and nationwide policy-making processes to explain why Spanish unions appear in some ways as atypical in West European comparison. The development of Spanish unions and industrial relations is framed in a historical-institutionalist approach while also taking into account globalization and Europeanization processes. Using the case of the Spanish transition to democracy, the book demonstrates that the historical sequencing of institutional reforms in the political and industrial relations arenas holds significant and long-lasting consequences for the nature of unions and labor relations. The book concludes that by understanding unions as political actors, the history of Spanish unionism and industrial relations institutions is more easily accommodated than looking at unions as industrial actors alone. Comprehensive in its theoretical scope and empirical depth, The Politics of Industrial Relations presents Spain as an anomaly, and thus as a test case, for a multitude of theories developed in the political economy and industrial relations literatures.

It questions, in particular, the widely-held assumption that social democratic governments will defend the interests of labor. The evidence shows that labor has become split into two clearly differentiated constituencies: those with secure employment (insiders) and those without (outsiders). The book focuses on three policy areas: employment protection (representing the main concern of insiders), and active and passive labor market policies (the main concern of outsiders). The main thrust of the argument is that the goals of social democratic parties are often best served by pursuing policies that benefit only insiders. The implication of the book's insider-outsider model is that social democratic government is associated with higher levels of employment protection legislation but not with labor market policy. The book also argues that there are factors can reduce insider-outsider differences and weaken their influence on social democratic governments. These hypotheses are explored through the triangulation of different methodologies. The book provides an analysis of surveys and macrodata, and a detailed comparison of three case-studies: Spain, the UK and the Netherlands. Its reinterpretation of the challenges facing social democracy will represent a significant contribution to the comparative politics and political economy literatures.

In the past three decades, scholars have developed an extensive literature theorizing how hegemonic social democratic parties working in tandem with a closely-allied trade union movement constructed models of welfare capitalism. Indeed, among the most robust findings of the comparative political economy literature is the claim that the more political resources controlled by the left, the more likely a country is to have a generous, universal system of social protection. The Left Divided takes as its starting point the curious fact that, despite this conventional wisdom, very little of the world actually approximates the conditions identified by mainstream scholarship for creating universal, generous welfare states. In most countries outside of northern Europe, divisions within the left-within the labor movement, among left parties, as well as between left parties and a divided union movement-are a defining feature of politics. The Left Divided, in contrast, focuses on the far more common and deeply consequential situation where intra-left divisions shape the development of social protection. Arguing that the strength and position taken by the far left is an important and overlooked determinant of social protection outcomes, the book presents a framework for distinguishing between different types of left movements, and analyzes how the distribution of resources within the left shapes party strategies for expanding social protection in theoretically unanticipated ways. To demonstrate the counterintuitive effects of having the far-left control significant political resources, Watson combines in-depth case studies of Iberia with cross-national analysis of OECD countries and qualitative comparative analyses of other divided lefts.
