Book excerpt: A lo largo de la presente investigación se han estudiado las Políticas del Agua en España, desde la perspectiva de la Economía Jurídica, en el contexto de la realidad compleja del denominado recurso hídrico. Todo ello sin olvidarnos que no hay nada tan abundante en nuestro Planeta como el agua, eso sí, la mayor parte de la misma es “agua salada” (el agua de los océanos), y el “agua dulce” no es de acceso sencillo (aparatos glaciares,...). De hecho, para cubrir nuestras necesidades no sirve cualquier tipo de agua, sino que ésta debe estar marcada por su posible uso (beber, cuestiones económicas,...). De aquí, que frente a los considerandos clásicos de ver el agua como un bien libre, hoy empieza a tratarse, y ya lo hacíamos anteriormente, como un “recurso económico” (un bien económico), estudiado desde la perspectiva de su gestión desde la óptica de la oferta. Sin embargo, la denominada “Nueva Cultura del Agua” hace especial hincapié en la necesidad de gestionar la demanda, a la par que se tratan las cuestiones no sólo de la cantidad del recurso, como de su calidad, así como de su distribución, y el denominado Derecho al Agua (es decir, las denominadas“Injusticias del Agua”), en unos contextos como los de nuestro país, en el que la mayor parte de la gestión del recurso hídrico, su abastecimiento y el saneamiento, lo realizan los servicios públicos, desde un ámbito eminentemente urbano (todo ello sin olvidarnos que, a nivel global, la mayor parte del uso del agua no es el doméstico, sino el de la agricultura de regadío)...

This book presents the outcome of this undertaking and is the result of four years collaborative work by a number of international experts from various fields of anaerobic process technology. The purpose of this approach is to provide a unified basis for anaerobic digestion modelling. It is hoped this will promote increased application of modelling and simulation as a tool for research, design, operation and optimisation of anaerobic processes worldwide. This model was developed on the basis of the extensive but often disparate work in modelling and simulation of anaerobic digestion systems over the last twenty years. In developing ADM1, the Task Group have tried to establish common nomenclature, units and model structure, consistent with existing anaerobic modelling literature and the popular activated sludge models (See Activated Sludge Models ASM1, ASM2, ASM2d and ASM3, IWA Publishing, 2000, ISBN: 1900222248). As such, it is intended to promote widespread application of simulation from domestic (wastewater and sludge) treatment systems to specialised industrial applications. Outputs from the model include common process variables such gas flow and composition, pH, separate organic acids, and ammonium. The structure has been devised to encourage specific extensions or modifications where required, but still maintain a common platform. During development the model has been successfully tested on a range of systems from full-scale waste sludge digestion to laboratory-scale thermophilic high-rate UASB reactors. The model structure is presented in a readily applicable matrix format for implementation in many available differential equation solvers. It is expected that the model will be available as part of commercial wastewater simulation packages. ADM1 will be a valuable information source for practising engineers working in water treatment (both domestic and industrial) as well as academic researchers and students in Environmental Engineering and Science, Civil and Sanitary Engineering, Biotechnology, and Chemical and Process Engineering departments. Sixteen case studies of socially-innovative initiatives at the neighbourhood level were carried out in nine European cities, of which ten are analysed in depth and presented here. The book compares these efforts and their results, and shows how grass-roots initiatives, alternative local movements and self-organizing urban collectives are reshaping the urban scene in dynamic, creative, innovative and empowering ways. It argues that such grass-roots initiatives are vital for generating a socially cohesive urban condition that exists alongside the official state-organized forms of urban governance. The book is thus a major contribution to socio-political literature, as it seeks to overcome the duality between community-development studies and strategies, and the solidarity-based making of a diverse society based upon the recognising and maintaining of citizenship rights. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
