La investigación responde a las directrices que plantea el Decreto 366 del 9 de Febrero del 2009, cuyo artículo 3 señala las responsabilidades de las entidades territoriales certificadas por la Secretaría de Educación para la educación de menores con algún tipo de discapacidad o con capacidades o talentos especiales donde se destaca: “desarrollar programas de formación de docentes y otros agentes educadores con el fin de promover la inclusión de los estudiantes con discapacidad en la educación formal y en el contexto social” (artículo 3, p. 2), condición que obliga a adaptar el currículo o plan de estudios y los procesos de evaluación conforme a los lineamientos diseñados por el Ministerio de Educación nacional (MEN). Se espera, que los hallazgos de este estudio se conviertan en una guía para docentes y directivas, que ayude a aclarar dudas en cuanto a conceptos y procedimientos a seguir que de paso a la elaboración de proyectos de inclusión de estudiantes con discapacidad cognitiva. Por último, se responde a las necesidades y expectativas profesionales del autor, es decir, aplicar conocimientos y experiencias en materia de investigación adquiridas en el Programa de Maestría en Educación para docentes de la Universidad Tecnológica de Bolívar a fin de contribuir en la capacitación y formación de docentes del nivel primario hacia la educación inclusiva dentro de su quehacer diario.
