The work follows the tradition of naturalistic decision-making (NDM) research. It aims to understand how groups in this high reliability context conceptualize and internalize uncertainties, and how they handle them in order to achieve effective decision-making in their everyday activities. In close cooperation with a teaching hospital in Austria, the authors have developed and tested a training course on group decision-making in the field of anesthesia and intensive care. The training course was intended to help participants improve their performance in group decision-making. Training was focused on acquiring the knowledge and experience successfully to make such decisions. This report documents the last phases of the research project Decision-making in groups under uncertainty, in which the authors propose an improvement to group decision-making procedures, in the form of a training course. It describes the development of the training course, its implementation, results obtained and improvements made based on feedback from practitioners.

Recently, those working in the field have begun to combine approaches to the study of decision situations that arise in organizations, in our personal lives and in the communities in which we live. This book is an attempt to assist those concerned with decision making to work with this combination of approaches. In the past, decision problems have been considered according to the condi tions under which they arise and to some extent in terms of the approaches available for their resolution. Writers on the subject who are mathematically oriented have devised a method of classifying decisions based on the type of mathematics that they suggest be used in the resolution of the problems. This approach leads to the division of decision situations into the categories of cer tainty, uncertainty, risk and competition. Deterministic models available in oper ations research have then been offered as the means of treating decision situations in the category of certainty.

Book excerpt: Uncertainty is a fundamental characteristic of weather, seasonal climate, and hydrological prediction, and no forecast is complete without a description of its uncertainty. Effective communication of uncertainty helps people better understand the likelihood of a particular event and improves their ability to make decisions based on the forecast. Nonetheless, for decades, users of these forecasts have been conditioned to receive incomplete information about uncertainty. They have become used to single-valued (deterministic) forecasts (e.g., "the high temperature will be 70 degrees Farenheit 9 days from now") and applied their own experience in determining how much confidence to place in the forecast. Most forecast products from the public and private sectors, including those from the National Oceanographic and Atmospheric Administration's National Weather Service, continue this deterministic legacy. Fortunately, the National Weather Service and others in the prediction community have recognized the need to view uncertainty as a fundamental part of forecasts. By partnering with other segments of the community to understand user needs, generate relevant and rich informational products, and utilize effective communication vehicles, the National Weather Service can take a leading role in the transition to widespread, effective incorporation of uncertainty information into predictions. "Completing the Forecast" makes recommendations to the National Weather Service and the broader prediction community on how to make this transition.

This book focuses on the two key issues in large-scale group decision-making: clustering and consensus building. Clustering aims to reduce the dimension of a large group. Consensus reaching requires that the divergent individual opinions of the decision makers converge to the group opinion. This book emphasizes the similarity of opinions and social relationships as important measurement attributes of clustering, which makes it different from traditional clustering methods with single attribute to divide the original large group without requiring a combination of the above two attributes. The proposed consensus models focus on the treatment of non-cooperative behaviors in the consensus-reaching process and explores the influence of trust loss on the consensus-reaching process.The logic behind is as follows: firstly, a clustering algorithm is adopted to reduce the dimension of decision-makers, and then, based on the clusters’ opinions obtained, a consensus-reaching process is carried out to obtain a decision result acceptable to the majority of decision-makers. How do humans navigate uncertainty, continuously making near-effortless decisions and predictions even under conditions of imperfect knowledge, high complexity, and extreme time pressure? Taming Uncertainty argues that the human mind has developed tools to grapple with uncertainty. Unlike much previous scholarship in psychology and economics, this approach is rooted in what is known about what real minds can do. Rather than reducing the human response to uncertainty to an act of juggling probabilities, the authors propose that the human cognitive system has specific tools for dealing with different forms of uncertainty. They identify three types of tools: simple heuristics, tools for information search, and tools for harnessing the wisdom of others. This set of strategies for making predictions, inferences, and decisions constitute the mind's adaptive toolbox. The authors show how these three dimensions of human decision making are integrated and they argue that the toolbox, its cognitive foundation, and the environment are in constant flux and subject to developmental change. They demonstrate that each cognitive tool can be analyzed through the concept of ecological rationality—that is, the fit between specific tools and specific environments. Chapters deal with such specific instances of decision making as food choice architecture, intertemporal choice, financial uncertainty, pedestrian navigation, and adolescent behavior.
