Book excerpt: Given the importance of Latino issues in the current social and economic times, the publication of Latinos in a Changing Society is both timely and prescient in its contributions to the current discourse of how Latinos are being influenced by U.S. norms and culture and how Latinos are also affecting U.S. society. This volume contributes to our need for comprehensive analysis of how Latin communities compare and contrast with other underserved groups. It also examines how changes are taking place within specific Latino groups particularly between first and second generation Cubans, returning Puerto Ricans, Dominican poverty, and emergent Mexican leaders in the New England area. The opportunities that Latinos and dominant mainstream interests share are identified in this volume, but so are the many areas in need of change. In this current atmosphere of anger and suspicion toward immigrants, this volume presents an analytical perspective that is too often absent from politically motivated debates about Latinos and their role in a changing society. Undocumented immigrants are often portrayed as people who come to this country to take advantage of a generous welfare system contributing little to the economic and social development of the country. This volume critically examines issues such as the Latino commitment to labor participation, the ways that Latino parents engage in schools and in their communities, health access and social programs, the policing concerns within the Latino community, the academic adjustments made by Latino college students as well as the educational opportunities that exist for Latinos across the country. Unlike publications that seek to summarize knowledge about the Latino population in the United States, Latinos in a Changing Society provides a broader range of insights into the types of policy analysis, research, and public consciousness needed to advance the educational, social, cultural, and political participation and incorporation of Latinos in the new century. This volume critically examines such issues as the disparity in poverty among Latino groups, the lack of access to health services, the Latino commitment to labor participation, the ways that Latino parents engage in schools and in their communities, and the educational dropout rates of Latinos across the country and the underlying causes of those rates. Unlike publications that seek to summarize knowledge about the Latino population in the United States, Latinos in a Changing Society provides a broader range of insights into the types of policy analysis, research, and public consciousness needed to advance the educational, social, cultural, and political participation and incorporation of Latinos in the new century.

Broderick High School began as an elite, Anglo-dominated institution and evolved into a school whose student body was 82% Hispanic. It is large, public and with a history of sporadic racial tension, walkouts, and a high dropout rate for Hispanic students. Escuela Tlatelolco is small, private, and Chicanocentric. Founded in 1970 by Rodolfo "Corky" Gonzales, a leader of the Chicano Civil Rights Movement, it was designed to provide Chicano students the opportunity to reinforce pride in their language, culture, and identity. Through interviews of administrators, teachers, graduates, and students at both schools as well as personal observations, a significant difference was discovered between the experiences and attitudes of those who attended the public school in the 1960s through 1980s and those who graduated in the 1990s. As the public school increased Hispanic administration, teaching and operating staff, and changed its curriculum to include Hispanic history, Hispanic students expressed a greater degree of satisfaction and fulfillment.

As the movement quickly gained traction across the southwestern United States, public frictions emerged and splits among activists over strategic political decisions. José G. Izaguirre III explores how these disagreements often hinged on the establishment of a racial(ized) identity for Mexican Americans, leading to the formation of La Raza Unida, a political party dedicated to naming and defending Mexican Americans as a racialized community. Through close readings of figures, vocabularies, and visualizations of iconic texts of the Chican@ Movement—including El Plan de Delano, Rodolfo “Corky” Gonzales’s “I Am Joaquin,” and newspapers like El Grito del Norte and La Raza—Izaguirre demonstrates that la raza was never singular or unified. Instead, he reveals a racial identity that was (re)negotiated, (re)invented, and (re)circulated against a Cold War backdrop that heightened rhetorics of race across the globe and increasingly threatened Mexican American bodies in the Vietnam War. In lieu of a unified nationalist movement, Izaguirre argues that activists energized and empowered La Raza as a political community by making the Chican@ movement multivocal, global, and often aligned with whiteness. For scholars of political movements, US history, race, or rhetoric, Becoming La Raza will provide a valuable perspective on one of the most important civil rights movements of the twentieth century.

In the post–civil rights period, this racial uncertainty took on new meaning as the courts, the federal bureaucracy, local school officials, parents, and community activists sought to turn Mexican American racial identity to their own benefit. This is the first book that examines the pivotal 1973 Keyes v. Denver School District No. 1 Supreme Court ruling, and how debates over Mexican Americans' racial position helped reinforce the emerging tropes of colorblind racial ideology. In the post–civil rights era, when overt racism was no longer socially acceptable, anti-integration voices utilized the indeterminacy of Mexican American racial identity to frame their opposition to school desegregation. That some Mexican Americans adopted these tropes only reinforced the strength of colorblindness in battles against civil rights in the 1970s.
