Increasingly, consequential political decisions are negotiated between politicians who do not share a common native language. Nils Ringe uses the European Union to investigate how politicians’ reliance on shared foreign languages and translation services affects politics and policy-making. Ringe's research illustrates how multilingualism is an inherent and consequential feature of EU politics—that it depoliticizes policy-making by reducing its political nature and potential for conflict. An atmosphere with both foreign language use and a reliance on translation leads to communication that is simple, utilitarian, neutralized, and involves commonly shared phrases and expressions. Policymakers tend to disregard politically charged language and they are constrained in their ability to use vague or ambiguous language to gloss over disagreements by the need for consistency across languages.

The junior partner secured control of the Environment and Energy ministries, irritating some in the larger party with its pursuit of a ban on stag hunting, the introduction of civil partnerships for same-sex couples and restrictions on planning. An unprecedented crisis in the State's finances, with an exposure of the deeply flawed Irish banking system, shook the party's grassroots and its vote collapsed in the local and European elections in June 2009. The following October, party members threatened to pull out of Government over the controversial National Asset Management Agency (Nama), while senior figures were kept in the dark about the arrival of the IMF in 2010. The Greens dropped a bombshell late that year, demanding a date for an early general election, but stayed in Government in the hope of passing key Green legislation. Controversy over revelations about then Taoiseach Brian Cowen's contacts with Sean Fitzpatrick while he was still Anglo chairman strained relationships further. A bungled reshuffle was aborted at the behest of the Greens, and the “momentous” decision to pull the plug on the Coalition was taken in January 2011. But their three-and-a-half year period in Government cost them dearly at the polls.

Mongolia has often been deemed an "island of democracy," commended for its rapid adoption of free democratic elections in the wake of totalitarian socialism. The democratizing era, however, brought alongside it a phenomenon that Manduhai Buyandelger terms "electionization"--a restructuring of elections from time-grounded events into a continuous, neoliberal force that governs everyday life beyond the electoral period. In A Thousand Steps to Parliament, she shows how campaigns in Mongolia have come to substitute for the functions of governing, from social welfare to the private sector. Such long-term, high-investment campaigns depend on an accumulation of wealth and power beyond the reach of most women candidates. Given their limited financial means and outsider status, successful women candidates instead use strategies of self-polishing to cultivate charisma and a reputation for being oyunlag, or intellectful. This carefully and intentionally crafted identity can be called the "electable self" treating their bodies and minds as pliable and renewable, women candidates draw from the same practices of neoliberalism that have unsustainably commercialized elections. A Thousand Steps to Parliament traces how the complicated, contradictory paths to representation that women in Mongolia must walk mirror those the world over, revealing an urgent need to grapple with the encroaching effects of neoliberalism in democracies globally.

Book excerpt: This work discusses questions on political participation, representation and legitimacy in the European Union national parliaments. Three major empirical questions structure the book: What affects women's presence in parliaments?, Does the number of women in parliament have an effect? And are women in parliament representing women Empirical evidences show that institutional reforms need a 'minimal environment' in terms of socio-economic development so as to prove effective. As opposed to the critical mass theory, claiming that a few representatives cannot have an impact on the political outcomes, here the empirical evidences suggest that smaller groups can also influence the different components of the legislative process. The last part turns to the fundamental question of whether a parliament that is descriptively representative, i.e. in which the parliamentarians share certain characteristics with the voters, also is a substantively descriptive parliament, i.e. in which the parliamentarians mirror the voters' opinions. Evidence suggests that the electoral system's level of proportionality influences the extent to which assemblies socially and ideologically mirror their population. The book ends by advancing new hypotheses and setting up guidelines for future research.
