Book excerpt: This paper analyzes employment and earnings differentials between Spanish speakers and English speakers in the United States, using data from the 1970, 1980, and 1990 U.S. censuses. The results show that Spanish speakers, both men and women, do not perform as well in the labor market as English speakers. The results also reveal that Spanish-English earnings and unemployment differentials increased slightly in the 1970s, most likely because of rapid growth in the number of Spanish speakers. By contrast, these differentials increased sharply in the 1980s, also a period of rapidly increasing supply. However, there is no evidence that the widening of differentials in the 1980s reflects an increase in the labor market rewards to English language proficiency. Rather, they appear to be the result of Spanish speakers having relatively little of those labor market characteristics, most notably education, whose market value increased dramatically during the 1980s.

Our results suggest that English proficiency became a more important determinant of earnings for foreign-born entrepreneurs in 1990 compared with 1980, even while controlling for factors affecting selection into self-employment.

In an era of globalization, issues of language diversity have economic and political implications. Transnational labor mobility, trade, social inclusion of migrants, democracy in multilingual countries, and companies' international competitiveness all have a linguistic dimension; yet economists in general do not include language as a variable in their research. This volume demonstrates that the application of rigorous economic theories and research methods to issues of language policy yields valuable insights. The contributors offer both theoretical and empirical analyses of such topics as the impact of language diversity on economic outcomes, the distributive effects of policy regarding official languages, the individual welfare consequences of bilingualism, and the link between language and national identity. Their research is based on data from countries including Canada, India, Kazakhstan, and Indonesia and from the regions of Central America, Europe, and Sub-Saharan Africa. Theoretical models are explained intuitively for the nonspecialist. The relationships among linguistic variables, inequality, and the economy are approached from different perspectives, including economics, sociolinguistics, and political science. While some believe immigrants help the economy, others argue that they take jobs away from U.S. citizens. This thesis uses a sample size of over 1,800,000 people from the 2017 American Community Survey to analyze the effects of immigrant wages and employment in the United States using independent variables such as citizenship status, English-language ability, place of birth, and immigration year. The results indicate that American-born citizens are more likely to be employed but earn less than naturalized citizens and noncitizens. They also show that the longer an immigrant is in the U.S., the more money they earn. Similarly, English proficiency plays a large role, as those with higher English skills are more likely to be employed and earn more.

Book excerpt: The Economic and Fiscal Consequences of Immigration finds that the long-term impact of immigration on the wages and employment of native-born workers overall is very small, and that any negative impacts are most likely to be found for prior immigrants or native-born high school dropouts. First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. It comes as little surprise, then, that many U.S. residents view immigration as a major policy issue facing the nation. Not only does immigration affect the environment in which everyone lives, learns, and works, but it also interacts with nearly every policy area of concern, from jobs and the economy, education, and health care, to federal, state, and local government budgets.
