Book excerpt: For decades the U.S. territory of Puerto Rico and the Canadian province of Quebec have been riveted by the politics of nationalism, the question of their final status, and the protection of their local languages. In the name of cultural defense, the legislatures in San Juan and Quebec City have passed several laws focusing on protecting the vernacular. Barreto explores these two cases and challenges some general preconceived notions about nationalist movements. A common premise in ethnic conflict studies is that nationalism is caused by cultural traits, such as language or religion, or is a result of a region's subservient economic role vis-à-vis the country's core. However, Barreto contends that Puerto Rican and Québécois elites turned to nationalism in reaction to their social marginalization and economic suppression. Anglophone elites in the U.S. and Canada established a hegemonic order making English a requirement for social and economic ascendancy. Shunned by the country's dominant group on account of their language, elites in Puerto Rico and Quebec took up the banner of nationalism attempting to establish a counter-hegemonic order. Thus, nationalism, Barreto contends, is an unanticipated reaction to the exclusionary attitudes and policies of one group against another. This analysis is important to political scientists, social scientists, and researchers involved with nationalism, ethnic conflict, and Puerto Rican and Canadian studies.

Using Norway—where language has played a particularly salient role in the nation's history—as a case study, Gregg Bucken-Knapp explores these questions and challenges the notion that the politicization of language conflict is a response to language problems. He shows that political elites often view language conflict as a political opportunity, placing it on the policy agenda as an effective mobilizing tool to serve their own nonlinguistic political ends. Although language-oriented interest groups may fight to achieve desired language policies, they are generally unsuccessful when their preferences clash with the broader objectives of political elites. Book excerpt: English is the common denominator that unites the work presented in this volume; it provides a focal point to illustrate the ways in which a political economic approach can account for a range of phenomena in diverse settings in which a "global" language has attained a special status as (an often perceived) tool for socioeconomic mobility. The findings reveal the complex ways in which government leaders and policymakers, as well as communities and individuals in those communities, make decisions within a global economy about the languages that will be taught as subjects or used as media of instruction in schools. Whether or not the "Straight for English" policy that has become popular in various countries in southern Africa and elsewhere is a good or bad idea, in terms of improving school completion and literacy rates, English is often promoted by its advocates as a social "good" with unquestioned instrumental value; yet access to quality English medium education in low-income countries is mostly restricted to those with sufficient economic means to pay for it. As the capitalist world-economy undergoes transformations, and assuming that translation technologies continue to improve, it is likely that the roles and relative importance that English as a global language has enjoyed over the past century will change significantly. Synchronic contextual analyses of English in various countries and regions are snapshots of a moving target with fuzzy boundaries; this is even more so the case when the object of analysis is "lingua franca English," a fluid, contextually realized "practice" that may be described in situ, which is not stable and likely never will be. The degree to which English serves effectively as a lingua franca depends on who the interlocutors are, the situation, and the extent to which interlocutors' interests and goals are mutually compatible and understood.

As such, chapters are concerned as much with discourse about elite status as they are with the discourse of elites – those groups commonly defined by their material wealth, political control, or demographic rarity. Ultimately, Elite Discourse views ‘elite’ as something we do, rather than something we necessarily have or are. Indeed, elite status and eliteness point us to the rhetorical strategies by which many people differentiate themselves and by which they access symbolic-material resources for shoring up their status, privilege and power. This volume looks at case studies from South Africa to China to seek a better understanding of the dynamics behind how elites decide to engage with economic development. These different methods explore the relationship between elites and development outcomes from five angles: the participation and reaction of elites to institutional creation and change, how economic changes affect elite formation and circulation, elite perceptions of national welfare, the extent to which state capacity is part of elite self-identity, and how elites interact with non-elites.
