Though there is a great diversity in both the distribution and degree of literacy in different countries, there has been an increasing awareness of the number of illiterates and the consequences of being illiterate. However, literacy is no longer seen as a universal trait. When one focuses on culturally-sensitive accounts of reading and writing practices, the concept of literacy as a single trait does not seem very feasible. A multiplicity of literacy practices can be distinguished which are related to specific cultural contexts and associated with relations of power and ideology. As such, literacy can be seen as a lifelong context-bound set of practices in which an individual's needs vary with time and place. This volume explores the use of literacy outside the mainstream in different contexts throughout the world. It is divided into four sections. Section 1 presents an anthropological perspective--analyzing the society and the individual in a society. Section 2 presents a psychological perspective--focusing on the individuals themselves and analyzing the cognitive and affective development of young children as they acquire literacy in their first and second languages. Section 3 presents an educational perspective--highlighting the variations in educational approaches in different societies as well as the outcomes of these approaches. Section 4 summarizes the studies presented in this volume. Both theoretical issues and educational implications related to the development of literacy in two languages are discussed. An attempt is also made to open up new directions in the study of literacy development in multilingual contexts by bringing these various disciplinary perspectives together.

Book excerpt: This volume examines the sociocultural factors that influence language choices and uses in the multilingual country of Luxembourg. Patterns of language use within and across communities are viewed in terms of interrelationships among language policy intent, implementation, and experience. The study considers the ways in which the language and social experiences within low socioeconomic communities differ from school expectations and how these differences affect achievement of both individual and government goals. A history of past language policies and practices sets the background for recent policy formation and current language uses and values. An investigation of the roles of reading, writing and speaking within school settings illustrates policy implementation and individual usage. The ways in which policy is experienced is described in terms of the number and extent of language functions within communities. The nature of language experience is reflected in ethnographic descriptions of the roles language and literacy abilities play in social life. These descriptions are presented in terms of patterns of language use across socioeconomic groups and through composite case studies of three families representing upper, middle and lower class backgrounds. Community and school language behaviors are then compared across socioeconomic groups through an analysis of the degree of congruence between reading, writing, and speaking functions outside of the school and the in-school norms and methods of language instruction. The study further explores the practical and theoretical implications of the relationships among policy intent, implementation, and experience in the context of socioeconomic transitions in modern multilingual nations.

The book as a whole lays bare the tension between the commitment to multilingualism enshrined in the South African Constitution and language-in-education policy, and the realities of the dominance of English and the virtual absence of indigenous African languages in current educational practices. It suggests that dynamic plurilingual pedagogies can be allied with the explicit scaffolding of genre-based pedagogies to help redress asymmetries in epistemic access and to re-imagine policies, pedagogies, and practices more in tune with the realities of multilingual classrooms. The contributions to this book offer complementary insights on routes to improving access to school knowledge, especially for learners whose home language or language variety is different to that of teaching and learning at school. All subscribe to similar ideologies which include the view that multilingualism should be seen as a resource rather than a 'problem' in education. Commentaries on these chapters highlight evidence-based high-impact educational responses, and suggest that translanguaging and genre may well offer opportunities for students to expand their linguistic repertoires and to bridge epistemological differences between community and school. The collection of papers in this volume tried to capture the dynamic developmental changes in cross-linguistic transfer that include such factors as age of acquisition, typological proximity of L1 and L2 (and L3, L4), intensity of exposure to language and reading in ambient and newly acquired language(s), quality of input and home literacy. More stringent methodological considerations allowed to isolate specific constructs that suggest either primary levels of children’s metalinguistic abilities (phonological awareness that can be applied cross-linguistically) or a more language-specific constructs (morphological awareness) that relies on various factors, including typological proximity, language proficiency and task demands. It is explored what operating principles underlie the process of narrative production in L1 and L2. Developmental relations between form and function will be studied across a broad range of functional categories, such as temporality, perspective, connectivity, and narrative coherence. Moreover, a variety of language contact situations is considered with broad variation in the typological distances between the languages in order to enable cross-linguistic comparison. The analysis of learner data in various cross-linguistic settings may thus offer new information on the role of the structural properties of unrelated languages on the process of narrative acquisition. In the present volume, an attempt is also made to find out how transfer from one language to the other is facilitated. Finally, the effects of input on narrative construction in children’s first and second language are examined in several studies.
