This study looks at the perception and response gap between officials and land users in the diagnosis and remedy of land degradation. It also examines the dynamics of the loss of soil fertility and low productivity at the village level. The study's findings will help shape investment programs to enhance land productivity in Sub-Saharan Africa.

In his conclusion, Isaria N. Kimambo, a founding father of Tanzanian history, reflects on the efforts of successive historians to strike a balance between external causes of change and local initiative in their interpretations of Tanzanian history. He shows that nationalist and Marxist historians of Tanzanian history, understandably preoccupied through the first quarter-century of the country’s post-colonial history with the impact of imperialism and capitalism on East Africa, tended to overlook the initiatives taken by rural societies to transform themselves. Yet there is good reason for historians to think about the causes of change and innovation in the rural communities of Tanzania, because farming and pastoral people have constantly changed as they adjusted to shifting environmental conditions.

The policy, institutional and legal frameworks are well developed although implementation and enforcement remains weak due to ambiguities in the law and a general lack of supportive incentives. This Legal Assessment report for Tanzania examines four key challenges to the attainment of sustainable land-use investments. These comprise: Enforcement of environmental and social safeguards Tanzania has made progress in implementing the Environmental Management Act by ensuring greater compliance with the Environmental Impact Assessment regulations although exceptions exist in the construction sector, and mining legislation that often enables the government to circumvent important land tenure safeguards. Incentives for sustainable investments in the legal framework A lack of incentives exists despite the creation of the Tanzania Investment Centre, the adoption of an Investment Guide in 2013, and the incorporation of sustainability considerations into laws and policies governing investments in the agriculture, energy, and forestry and mining sectors. Land tenure security Tanzanias land law framework now includes formal recognition of customary title and the reservation of land under the category of village land exclusively for Tanzanians although improvements are still needed in terms of processes of consultation and compensation. Public awareness and lack of access to information Awareness of natural resources and investment policies, legislation and regulations is generally low amongst rural communities as well as Ward executive officers, village leaders and village land committee members. The principal agricultural equipment is the hand hoe. Since the onset of the colonial era, those in authority have pursued policies to dominate the peasantry. It is argued that the small scale of operations has contributed to the widespread poverty among farmers. There is still good agricultural land that is not farmed, but the current land tenure of peasants reproduces itself on new farmland. The conclusion is that in order to accelerate agricultural development, land tenure must be institutionalized.

Book excerpt: Lack of transparency and accountability in the planning practice allow for misuse and abuse of the planning system to serve the interests of the more powerful and influential groups, including those entrusted with the powers of planning. The outcomes of a non-inclusive, non-transparent and insensitive planning include: insecurity of land tenure rights and subsequently investments in land; poverty; informal land subdivision and building; unplanned spatial growth and endless conflicts in land development. These are detrimental to the residents and erode their trust and confidence in the government. It takes an organized, informed, confident and courageous group of residents or community to reject the non-inclusive form of planning and cause adoption of inclusive and collaborative planning that allows them space in the planning process. The achievement of such an organized group ? a turn towards democratic planning practice ? leads to a conclusion that informed, organized, confident and courageous civil society is a pillar of democracy. This book therefore argues that ineffective planning results, among other things, from defective land policy and legislation, and planning inability to recognize and make use of opportunities for shaping the built environment.
