Book excerpt: Abstract - In September 2016, the United States (U.S.) Department of the Navy (Navy) signed a Record of Decision (ROD) regarding the July 2016 Final Environmental Impact Statement (EIS) for Land-Water interface and Service Pier Extension at Naval Base Kitsap Bangor. At the time of Final EIS publication, the Service Pier extension (SPE) project had not yet been funded by Congress or programmed for implementation, prompting the Navy to defer a decision about the SPE project in the ROD. Regulatroy consultations and permit applications associated with the SPE project were also deferred.
