This application includes investigation activities that meet the threshold criteria for Type A land use permits under section 4 of the MVLUR. Examples of activities meeting the thresholds for Type A permits, include: operation of vehicles, machines and potentially, power drilling equipment; storage of fuel in various quantities; clearing and preparation of investigation sites and access. ... The objective of the Program is to conduct geotechnical investigations to gather information on the soil and ground conditions at the proposed IAF site and the associated all-weather IAF Access Road. The geotechnical information that is gathered will be used to facilitate the design of the pilings and foundations of structures, the design of an all-weather access road and for preparing subsequent regulatory applications. ... This authorization is required to permit activities associated with the 2007 Winter Field Geotechnical Investigation Program in the Sahtu Settlement Area - K'ahsho Got'ine District (Town of Fort Good Hope) (the program). The objective of the program is to gather information on the soil and ground conditions at potential borrow sites, stream and river crossing locations, and other locations, along a potential pipeline right-of-way as well as to provide a geotechnical camp site for use in executing the program. The information obtained from the program will be used to assess the engineering and construction feasibility of a pipeline in the Mackenzie Valley and for preparing subsequent regulatory applications. Activities are proposed on four sites including one potential borrow site, two access roads and one geotechnical camp site. The proposed work would begin in early February 2007 following receipt of all regulatory authorizations. Program activities are planned to continue through mid-April 2007 and be concluded by spring break-up. The proposed work will be carried out by subcontractors of Imperial. The program personnel will be accommodated in local accommodations in Fort Good Hope and, should accommodation needs exceed capacity, in the temporary camp or existing accommodations in Norman Wells"--Cover letter to permit application.

In No Home in a Homeland, Julia Christensen documents the rise of Indigenous homelessness and argues that this alarming trend will continue so long as policy makers continue to ignore northern perspectives and root causes, which lie deep in the region’s colonial past. Christensen interweaves analysis of the region’s unique history with the personal stories of people living homeless in two cities – Yellowknife and Inuvik. These individual and collective narratives tell a larger story of displacement and exclusion, residential schools and family breakdown, addiction and poor mental health, poverty and unemployment, and urbanization and institutionalization. But they also tell a story of hope and renewal. Understanding what it means to be homeless in the North and how Indigenous people think about home and homemaking is the first step, Christensen argues, on the path to decolonizing existing approaches and practices.
