This report reviews the statutory distribution of powers and responsibilities across levels and sectors. It outlines the legal mandates held by national, regional and local governments with regard to land and forests, including titling, forest concessions, oil and minerals investments, oil palm plantations, conservation, land use planning, and more. The review considers national legislation as of 2014 and incorporates important reforms in early 2015. After a short introduction, the second section describes the decentralization process, including mechanisms for public participation. The third section outlines sources of revenue available to different government levels from forest fees and payments for environmental services. Joan Hardjono grew up in Sydney and graduated from Sydney University in the mid-1950s. She majored in English and Geography and like most girls in those years who had managed to complete a tertiary degree, she probably expected to embark on a career as a high school teacher in Australia. But no doubt prompted by the spirit of adventure which she has kept throughout her long career, she decided to go to Indonesia as a volunteer teacher. The scheme which brought young Australian graduates to Indonesia at that time was pioneering; it pre-dated the US Peace Corps and several of the participants went on to distinguished academic careers. On the boat from Australia to Indonesia, she met a young Indonesian called Hardjono, who after participating in the struggle against the Dutch in the late 1940s, gained an engineering degree at the Institute of Technology in Bandung, then as now Indonesia’s leading tertiary institute for the study of engineering and technology. Joan was posted to teach in Semarang, the capital of the province of Central Java, and family legend has it that Hardjono used a borrowed motor cycle to pay her frequent visits, bringing with him Javanese delicacies as gifts. Since the late 1980s, Joan has been busy as a consultant to a number of bilateral and multilateral aid agencies. She has retired as a university teacher, but served for several years as an active member of the advisory board of a Bandung-based research organization, AKATIGA. She has also served since its inception in early 2001 on both the Board of Trustees and the Advisory Board of the Jakarta-based research group, The SMERU Research Institute. The editors are pleased that four chapters in this volume have been contributed by staff of these two institutions. Joan continues to be an active member of the SMERU boards, and in her advisory role, she has always stressed that SMERU should focus on what it does best, namely conducting solid research on the problems of poverty, social protection and unemployment, rather than engaging in policy advocacy. She worked very hard editing the institute’s first international publication, Poverty and Social Protection in Indonesia, which was published by the Institute of Southeast Asian Studies in Singapore in 2011. Joan has often regretted the fact that so few Indonesian social scientists publish internationally, and has assisted a number of scholars over the years to turn their research findings into publishable papers in English-language outlets. Like many Indonesians in her age group, Joan has at times been disappointed that the country’s macroeconomic progress over the last four decades has not yet achieved the elusive goal of a just and prosperous society. To friends, she can be at times very critical of the performance of politicians and senior bureaucrats, both during the Suharto era and subsequently. But she would be the last to deny that some progress has been made. She continues to visit Australia on a regular basis, but Bandung remains her home, and she remains steadfast in her love for, and commitment to, the people of Indonesia.

Book excerpt: Key points In the absence of robust national or subnational policies for benefit sharing, land-use change initiatives in Indonesia have developed their own approaches to distributing benefits. At the local level, support and capacity building are needed to strengthen intermediary institutions in order to improve governance and increase legitimacy when deciding how to share benefits.Nonmonetary benefits such as land tenure, capacity building, infrastructure and access to natural resources have been especially important. However, in some cases there are nonmonetary burdens associated with intended benefits.The legitimacy of benefit-sharing arrangements is determined more by the actors involved than the type of land-use change associated with them. Conservation initiatives, REDD+ projects and oil palm initiatives all exhibited both high and low levels of legitimacy in their benefit-sharing arrangements.The legitimacy of benefit-sharing arrangements can be compromised by the lack of broad consultation with local actors including customary authorities, lack of community control over access to land snd limited livelihoods options for communities.

It has negative environmental impacts, results in the loss of forest products used by rural communities, creates conflicts, and causes significant losses of tax revenues that could be used for development activities. The Nature Conservancy and World Wide Fund for Nature developed the Alliance to Promote Certification and Combat Illegal Logging in Indonesia to respond to the concern about illegal logging. The Alliance is a three-year initiative that aims to: 1. Strengthen market signals to expand certification and combat illegal logging, 2. Increase supply of certified Indonesian wood products, 3. Demonstrate practical solutions to achieve certification and differentiate legal and illegal supplies, 4. Reduce financing and investment in companies engaged in destructive or illegal logging in Indonesia, 5. Share lessons learned from the project. The Alliance seeks to learn lessons from its ongoing work to inform and adapt its activities, as well as to inform other initiatives seeking to address similar problems. This report is part of this lessons learning process. This report assesses the situation in Indonesia, including a quantitative estimation of illegally produced logs, discusses the causes of illegal logging, and describes the national and international policy and trade context. Then, it considers the work undertaken by the Alliance to address illegal logging in Indonesia; it summarizes the strategy of the Alliance, describes its rationale, and assesses the assumptions underlying the rationale and the objectives. Finally, it summarizes the progress made by the Alliance towards achieving its goal, highlights the lessons that can be learnt from the work in progress, and provides recommendations for the Alliance.

From climate change to increasingly mobile human populations to the global economy, the relationship between humans and their environment is being modified in ways that will have long-term impacts on ecological health, biodiversity, ecosystem goods and services, population vulnerability, and sustainability. These changes and challenges are perhaps nowhere more evident than in island ecosystems. Buffeted by rising ocean temperatures, extreme weather events, sea-level rise, climate change, tourism, population migration, invasive species, and resource limitations, islands represent both the greatest vulnerability to globalization and also the greatest scientific opportunity to study the significance of global changes on ecosystem processes, human-environment interactions, conservation, environmental policy, and island sustainability. In this book, we study islands through the lens of Land Cover/Land Use Change (LCLUC) and the multi-scale and multi-thematic drivers of change. In addition to assessing the key processes that shape and re-shape island ecosystems and their land cover/land use changes, the book highlights measurement and assessment methods to characterize patterns and trajectories of change and models to examine the social-ecological drivers of change on islands. For instance, chapters report on the results of a meta-analysis to examine trends in published literature on islands, a satellite image time-series to track changes in urbanization, social surveys to support household analyses, field sampling to represent the state of resources and their limitations on islands, and dynamic systems models to link socio-economic data to LCLUC patterns. The authors report on a diversity of islands, conditions, and circumstances that affect LCLUC patterns and processes, often informed through perspectives rooted, for instance, in conservation, demography, ecology, economics, geography, policy, and sociology.

They have long been harvested by local people to meet their daily needs. Since the 1970s, a combination of demographic, economic and policy factors has driven forest exploitation at the industrial scale and resulted in growing deforestation. Key factors behind the forest loss and land use change in present-day Indonesia are the expansion of oil palm, plywood production and pulp and paper industries. Oil palm has been one of the fastest-growing sectors of the Indonesian economy, increasing from less than 1 million hectares in 1991 to 8.9 million hectares in 2011. The plywood and pulp and paper industries have also expanded significantly since the log export ban in 1985. All three sectors have contributed to deforestation. Several measures are being taken to reduce the loss of tropical forests in Indonesia. These measures are driven by growing global concern about the impact of deforestation on biodiversity and global warming and the Indonesian governments commitment to reduce greenhouse gas emissions. A major policy initiative revolves around developing renewable energy from biomass that can be sourced from oil palm, sugar, cassava, jatropha and timber plantations. This paper analyzes these measures and assesses the conditions under which they may be most effective.
