Book excerpt: The land tenure crisis has reached Africa, leading to insecure tenancy, landlessness, resource rights conflicts and less investment in appropriate agricultural technology. This study analyzes the interrelation between land tenure and technological change and their contributions to sustainable agrarian and rural development. The research approach is based on New Institutional Economics and interdisciplinary fieldwork in Togo, Benin, Cameroon and Sudan. In summary, the emerging informal, non-registered private tenure systems neither have impeded technological change nor have they been an obstacle to access to credit whereas common property has been severely eroded and undermined by institutional and technological change. However, these dynamics actually give African nations an opportunity to start or to proceed with far reaching institutional and legal reforms and the re-formulation of a coherent land policy.

SAFE research took up the challenge posed by market competition to create value through the sustainable use of renewable and non-renewable resources of the territory. Moreover, due to its unique geographical position in the middle of the Mediterranean basin, Basilicata is an excellent “open sky” laboratory for testing sustainable solutions adaptable to other Mediterranean areas. This collection of multidisciplinary case studies and research experiences from SAFE researchers and their scientific partners is a stimulating contribution to the debate on the development of sustainable techniques, methods and applications for the Mediterranean regions.

But technologies of practices with a long lag time between investment and returns are unlikely to be adopted by farmers unless they have secure rights to the underlying resources (property rights). Similarly, technologies that span multiple farms are unlikely to be adopted unless neighbors and groups work together (collective action). But little is know about the way property rights and collective action in developing countries mediate the adoption of technologies by farmers and groups. To address this information gap, this volume brings together international experts in economics, sociology, and natural resource management to examine the links among property rights, collective action, and technological change for a variety of technologies across a rage of community contexts in the developing world.

Book excerpt: This paper presents a framework for analyzing tropical deforestation and reforestation using the von Thunen model as its starting point: land is allocated to the use which yields the highest rent, and the rents of various land uses are determined by location. Forest cover change therefore becomes a question of changes in rent of forest versus non-forest use. While this is a simple and powerful starting point, more intriguing issues arise when this is applied to analyze real cases. An initial shift in the rent of one particular land use generates feedbacks which affect the rent of all land uses. For example, a new technology in extensive agriculture should make this land use more profitable and lead to more forest clearing, but general equilibrium effects (changes in prices and local wages) can modify or even reverse this conclusion. Another issue is how a policy change or a shift in broader market, technological, and institutional forces will affect various land use rents. The paper deals with three such areas: technological progress in agriculture, land tenure regimes, and community forest management. The second part of the paper links the von Thunen framework to the forest transition theory. The forest transition theory describes a sequence over time where a forested region goes through a period of deforestation before the forest cover eventually stabilizes and starts to increase. This sequence can be seen as a systematic pattern of change in the agricultural and forest land rents over time. Increasing agricultural rent leads to high rates of deforestation. The slow-down of deforestation and eventual reforestation is due to lower agricultural rents (the economic development path) and higher forest rent (the forest scarcity path). Various forces leading to these changes are discussed and supported by empirical evidence from different tropical regions.

While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.
