Book excerpt: The State of Israel is the only Western state where the majority of lands are still owned by the State and by a public body related to it (The Jewish National Fund). At the root lies the divine command stating that the Land of Israel belongs to God and therefore should not be traded in perpetuity (Leviticus 25). This principle has been applied to almost all of the State lands, and was established in a Basic Law. Since the 1980s there were many pressures in Israel to privatize at least part of the State's and JNF's lands, due to the general privatization process of Israel's economy, the deepening globalization process, and the transformation of Israel to an individualistic society. However, only a small portion of the lands were privatized, constituting 4% of the area of Israel. The book is based wholly on primary sources. It describes and analyzes the history of the ideological, social and legal processes that took place and their development since the beginning of the 20th century until today - processes that brought about the unique phenomenon of the State of Israel as an advanced capitalistic state whose lands are mostly state-owned.

Book excerpt: In 1901, the Zionist Organization founded the Jewish National Fund to purchase lands in the Land of Israel and transfer them to the ownership of the Jewish people. The book before us examines and summarizes the JNFs land purchasing policies and endeavors, from the establishment of the Fund to the establishment of the State of Israel in 1948. A major part of this essay centers on the period from 1936 to 1948, which were the most important years of the JNFs activities and during which it became almost the sole Jewish entity promoting this aspect of the building of the land of Israel. During these years, the JNF purchased about 600,000 dunams, which constitute more than 60% of its acquisitions from its establishment to the establishment of the State. The pivotal nature of the JNF during those years stems first and foremost from the recognition of its settlement endeavors by the top institutions of the Zionist Organization, in promoting the political interests of the Zionist movement in the land of Israel. The creation of actual real property owned by the Jewish people which also served as a foundation for settlement was a prerequisite for achieving a Jewish state. Under its articles of association, the lands purchased by the JNF cannot be sold. They were leased for the purpose of establishing agricultural and urban settlements and subsequently, the State of Israel applied this principle to all its lands (about 20.5 million dunams), of which JNF lands now constitute about 13%.

In shaping his plans for wealth redistribution, he looked to an American now largely forgotten in the United States: Henry George. In Land and Liberty, Christopher William England excavates the lost history of one of America's most influential radicals and explains why so many activists were once inspired by his proposal to tax landed wealth. Drawing on the private papers of a network of devoted believers, Land and Liberty represents the first comprehensive account of this important movement to nationalize land and expropriate rent. Beginning with concerns about rising rents in the 1870s and ending with the establishment of New Deal policies that extended public control over land, natural resources, and housing, "Georgism" served as a catalyst for reforms intended to make the nation more democratic. Many of these concerns remain relevant today, including the exploitation of natural resources, rising urban rent, and wealth inequality. At a time when class divisions sparked fears that capitalism and democracy were incompatible, hopes of building a social welfare state using the rents of idle landlords revitalized the middle class's conviction that democracy and liberty could be reconciled. Against steep odds, George made land nationalization vital to the politics of a nation dominated by small farmers and helped push liberalism leftward through his calls for collective rights to land and natural resources.
