Book excerpt: This study attempts, to measure and compare resource use, efficiency and relative productivity of farming under different tenure conditions in an area of Bangladesh. Sample farmers were classified as owner, owner-cum-tenant and tenant farmers. A total of 90 samples, 30 from each class were selected on the basis of random sampling technique. It is found that total cash expenses as well as total gross costs for producing HYV Boro rice was highest in owner farms and lowest in tenant's farm. The total cost and gross return is highest in owner-cum-tenant's own land than in rented in land. Owner operators used more hired labor while owner-cum-tenant farmers and tenant operators used more family labor. However, it was found that owner farmers are more efficient than owner-cum-tenant and tenant farmers. Again, owner-cum-tenants are more efficient in production in the case of his own land than in rented in land. The owner-cum-tenant's rented in land is more efficient than tenant's rented in land. From the findings of this research, it may be argued that there is an opportunity for agricultural improvement through reallocation of resources following a series of interrelated reform measures

Book excerpt: “Boro” is the dry season irrigated rice crop planted from December to early February and harvested between April and June. In 2018/2019, the total production of rice in Bangladesh was 36,391,000 (36.4 million) metric tons (MT), of which boro rice accounted for 53.8 percent; aman rice, 38.6 percent; and aus rice, 7.6 percent. In 2019, paddy prices in Bangladesh were depressed due to a bumper harvest of the boro rice crop. Average paddy price was Tk 17.42 per kg in January 2019 after the aman harvest, but declined by 22 percent to Tk 13.56 per kg in May 2019 (DAM 2020). Farmers complained that they did not receive price support from the Government when paddy prices did not cover their production costs. In response to this situation, the USAID-funded Bangladesh Policy Research and Strategy Support Program (PRSSP) implemented by the International Food Policy Research Institute (IFPRI) actively engaged in policy dialogues, and the media extensively covered IFPRI’s analysis and policy recommendations on this issue. On 20 May 2019, the IFPRI Country Representative presented policy options on how to improve farmers’ situation, as related to the low paddy price issue, during a policy seminar at the Agricultural Policy Support Unit (APSU) of the Ministry of Agriculture, Government of the People’s Republic of Bangladesh. On 11 June 2019, the Ministry of Agriculture requested IFPRI-PRSSP to conduct a study jointly with APSU to assess the paddy price issue. IFPRI agreed to carry out the study. The objectives of this study are to (1) assess to what extent boro farmers were able to sell their paddy to the Government at the announced procurement price; (2) evaluate the efficacy of the direct paddy procurement from farmers by the Government, in order to help farmers overcome low paddy prices in the future; and (3) examine ways to improve the foodgrain procurement system. This report presents IFPRI’s study findings and identifies policy options to address the study objectives.

Book excerpt: This work examines the nature of agrarian contracts. Agricultural land tenancy and farm labor are basic institutions binding the life and work of billions of people in the Third World. Issues of efficiency and equity associated with a particular form of contract--such as sharecropping--are not merely of academic interest, but have critical bearing on land tenure reform as well as innovations in credit and marketing institutions in agrarian economies. There have been major controversies surrounding the role of land tenure in agricultural and rural development, with much confusion arising from only partial and separate treatments of land and labor contracts. Through a comprehensive critical survey of existing literature, Hayami and Otsuka present a general theory of agrarian contracts by integrating land and labor contracts. Insights from the scrutiny of agrarian contracts are of relevance to industrial organization and management in developed economies as well as to the study of these fields.

Book excerpt: Despite doubling national rice production over the last thirty years, Bangladesh has continually experienced an annual food grain shortage of nearly 1.5 million tonnes. This shortage is likely to continue, as rice production must increase by at least 60 per cent in order to maintain the present level of requirements by the year 2020. Increasing rice production further is an enormous task since there is no scope for horizontal expansion of the rice area. Therefore, full exploitation of the present yield potential of the existing varieties could be one of the best short-term options to satisfy the present level of food demand. Study shows that human labour, draft power, fertilisers and pesticides make important contributions to the output of both local (LV) and modern varieties (MV). Results also imply that if young and educated people are involved with production activities, extension personnel pay frequent visits, credit is more easily available and fragmentation of land diminishes then the technical and allocative efficiency of rice farmers in Barisal district could be increased.
