It initiates a discussion of the traditional production systems like irrigation, agricultural methods, etc., which were replaced by the colonial ones. It further shows how the small peasantry suffered under the new system. This book also deals with the relations between the colonial state, rich peasants, zamindars and peasants under the ryotwary and zamindary settlements, which were introduced at the beginning of the nineteenth century. It further examines how the peasantry lost their rights on lands and how it went under the control of merchants and rich peasant moneylenders. Consequently, de-peasantization, wage labour, and general agrarian impoverishment followed. The colonial legal system favoured zamindars, landlords and rich peasants against small peasants, who could not go to colonial courts due to heavy legal costs. The volume analyses in minute detail various Acts, which affected the property rights of peasants on their lands. This crisis does not go unchallenged, as rural social movements have emerged, for the first time, on a transnational scale. Confronting development policies that are unable to reduce, let alone eliminate, rural poverty, transnational rural social movements are attempting to construct a more just future for the world’s farmers and rural workers.

Book excerpt: This book documents the primary role of acute hunger (semi- and frank starvation) in the ‘fulminant’ malaria epidemics that repeatedly afflicted the northwest plains of British India through the first half of colonial rule. Using Punjab vital registration data and regression analysis it also tracks the marked decline in annual malaria mortality after 1908 with the control of famine, despite continuing post-monsoonal malaria transmission across the province. The study establishes a time-series of annual malaria mortality estimates for each of the 23 plains districts of colonial Punjab province between 1868 and 1947 and for the early post-Independence years (1948-60) in (East) Punjab State. It goes on to investigate the political imperatives motivating malaria policy shifts on the part of the British Raj. This work reclaims the role of hunger in Punjab malaria mortality history and, in turn, raises larger epistemic questions regarding the adequacy of modern concepts of nutrition and epidemic causation in historical and demographic analysis. Part of The Social History of Health and Medicine in South Asia series, this book will be useful to scholars and researchers of colonial history, modern history, social medicine, social anthropology and public health.

Book excerpt: The military coup that brought General Pervez Musharraf to power as Pakistan's tenth president resulted in the abolition of a century-old sharecropping system that was rife with corruption. In its place the military regime implemented a market reform policy of cash contract farming. Ostensibly meant to improve living conditions for tenant farmers, the new system, instead, mobilized one of the largest, most successful land rights movements in South Asia—still active today. In The Ethics of Staying, Mubbashir A. Rizvi presents an original framework for understanding this major social movement, called the Anjuman Mazarin Punjab (AMP). This group of Christian and Muslim tenant sharecroppers, against all odds, successfully resisted Pakistan military's bid to monetize state-owned land, making a powerful moral case for land rights by invoking local claims to land and a broader vision for subsistence rights. The case of AMP provides a unique lens through which to examine state and society relations in Pakistan, one that bridges literatures from subaltern studies, military and colonial power, and the language of claim-making. Rizvi also offers a glimpse of Pakistan that challenges its standard framing as a hub of radical militancy, by opening a window into to the everyday struggles that are often obscured in the West's terror discourse.

Many were unable to find gainful work outside agriculture and remained dependent on a livelihood that provided only subsistence, and a precarious one. Seeking the roots of persistent poverty, Maanik Nath finds that the pervasive high cost and shortage of capital affected the peasant's ability to invest in land. The productivity of land, as a result, remained small and changed little. Bridging economic theory and historical evidence, Capital Shortage shows that climate, law, policy design, and interactions between these factors, perpetuated a stubborn cycle of low investment and widespread deprivation over several decades. These findings can be tested against credit and development in preceding and succeeding periods as well as positioned in comparative global context.
