The book concludes that party institutionalization enhanced the prospects for reforms by holding politicians accountable. More significant reforms occurred which benefited more of the rural poor where institutionalized parties competed for their votes.

Book excerpt: Although land reform in Latin America has long been heralded by scholars and development economists, as well as by revolutionaries, as the essential ingredient for economic growth, the results of actual land reform projects have been largely disappointing. This book attempts to identify the reasons for these results by analyzing some of the microeconomic factors underlying the inadequate performance of reform sector agriculture. Basing her analysis on a detailed case study of agrarian reform in the Dominican Republic, Meyer deals specifically with the organizational structure of the reform project itself, evaluating the relative efficiency of associative, individual, and collective organizational structures. Meyer begins by providing both a comprehensive survey of the issues surrounding agrarian reform projects in Latin America and an introduction to the history, land settlement patterns, and agriculture of the Dominican Republic. The following chapters detail the history and institutional structure of agrarian reform in the Dominican Republic, review the literature relevant to the study of reform sector projects, and offer case studies of particular reform projects. The author then develops original microeconomic models to explore the implications of the individual, collective, and associative organizational structures. Taken as a whole, Meyer's study provides both theoretical and empirical evidence to support the superior efficiency of the associative organizational structure over either the individual or collective farming approach in the Dominican Republic.

Book excerpt: Surveying three decades of land reform efforts in Latin America, Peter Dorner draws upon his broad experience as both a policy maker and a researcher specializing in land tenure systems. He argues that the failures of Latin American land reforms are due to a lack of political will and commitment exacerbated by inadequate capital resources. Avoiding polemics, Dorner evaluates the many competing theoretical and ideological positions in the ongoing debates over land reform, from structuralist economics to liberation theology. He then looks at a range of actual reform experiences, including local peasant initiatives and international aid projects. Emphasizing the growing complexity of Latin American economies, Dorner demonstrates that solutions successful in one country may fail in another. He concludes that aid and political pressure from the international community can play only a peripheral role. Recognizing that change must come from within, Latin American countries must develop multifaceted approaches to meet objectives based on their own individual experiences. Dorner warns that "romantic" expectations for future land reform relying on any one solution will continue to lead to disillusionment. If opportunities for the landless population were actually a top priority of governments and power-brokers, Dorner believes, they could be achieved through agrarian reform policies that set clear goals and criteria for implementation. Nevertheless, the potential gains from such a program are, in most cases, more limited now than thirty years ago.

The remaining case studies, four in number, are focused on addressing corruption and inefficiency in land administration in a variety of contexts of governance including stable and post-conflict countries. A long-standing literature dating back to Aristotle and echoed in important recent works holds that redistribution should be both higher and more targeted at the poor under democracy. Yet comprehensive historical data to test this claim has been lacking. This book shows that land redistribution - the most consequential form of redistribution in the developing world - occurs more often under dictatorship than democracy. It offers a novel theory of land reform and develops a typology of land reform policies. Albertus leverages original data spanning the world and dating back to 1900 to extensively test the theory using statistical analysis and case studies of key countries such as Egypt, Peru, Venezuela, and Zimbabwe. These findings call for rethinking much of the common wisdom about redistribution and regimes.
