Agriculture remains the main source of employment and livelihood for the large rural population of many transition countries, especially among the former Soviet republics. Accordingly the World Bank continuously monitors the progress of land reform and farm restructuring in the region because of the potential impact of these processes on rural development and poverty alleviation in rural areas. The present study on Ukraine is the latest addition to a long and growing series of World Bank publications on land reform and farm restructuring in the former socialist countries of Europe and Central Asia. The unique feature of all these publications is their reliance on first-hand empirical information collected through extensive farm surveys of various rural constituencies. Farm surveys have been conducted by the World Bank in many countries of the CIS (Russia, Ukraine, Moldova, Armenia, Georgia, Turkmenistan, Belarus) and Central and Eastern Europe (Poland, Romania, Bulgaria, Hungary, Albania). Analysis of survey findings enables the World Bank to base its policy dialogue with governments in the region on solid empirical facts, making the Bank's recommendation much more credible and relevant. The new findings for Ukraine will similarly provide a platform for useful policy discussions with this country's government and supply the many international donors active on the local scene with essential information for the design of their strategic programs.

Book excerpt: A comprehensive, original, and innovative analysis of the social, economic, and political factors affecting contemporary Russian reform, the book is organized around the central question of the role of the state and its effect on the course of Russian agrarian reform. In the wake of the collapse of the USSR, contemporary conventional wisdom holds the the Russian state is “weak.” Stephen Wegren feels that the traditional approach to the weak/strong state suffers from measurement and circular logic problems, believing that the Russian state, thought weaker than in its Soviet past, is still relatively stronger than other actors. The state’s strength allows it to intervene in the rural sector in ways that other power contender cannot. Specifically, as a measure of state intervention, Wegren analyzes how the state has influenced urban-rural relations, rural-rural relations, and the nonstate (private) agricultural sector. Several dilemmas arose that have complicated successful agrarian reform as a result of the nature of state interventions, how reform policies were defined, and the incentives rhar arose from state-sponsored policies. During contemporary Russian agrarian reform, urban-rural differences have widened, marked by a deterioration in rural standards of living and increased alienation of rural political groups from urban alliances. At the same time, within the rural sector, reform failed to reverse rural egalitarianism. In addition, the nature of state interventions has undermined attempts to create a vibrant, productive private rural sector based on private farming. Wegren’s research is based upon extensive field work, interviews, archival documents, and published and unpublished source material conducted over a six-year period, and he demonstrates the link between agrarian reform and the success of overall reform in Russia. This learned and often controversial volume will interest political scientists, policy makers, and scholars and students of contemporary Russia.

This study summarizes the first five years (1991-96) of agrarian reforms in Ukraine, presenting the results of a farm-level survey conducted in 11 provinces between January and March 1996. The findings show that the growth of private farming has slowed down after a vigorous start and that the number of independent family farms appears to have stabilized at around 33,000. Distribution of land and asset shares has been completed in roughly half the farms surveyed. Ukrainian agriculture remains dominated by large collective structures, and the failure of large farms to adapt to new economic conditions has resulted in a distinct deterioration of their financial performance. The survey suggests that land reform in Ukraine is in danger of stagnation and that the government must create the necessary institutional and market conditions to invigorate reforms. This paper summarizes the current status of land reform in Moldova and shows how there has been clear progress in creating a market-based agriculture and food sector in Moldova. The results of this study indicate that genuine restructuring and transition to full-fledged private farming have resulted in improved profitability and higher incomes for private farmers than those achieved by traditional collectives.
