Book excerpt: Substantial theoretical and policy debate in the early 1990s led to an excessive focus on de-collectivisation and individualisation of land rights through privatisation across the former communist bloc. The objective of this paper is to examine 'individualised' production systems more closely in order to understand better how certain specific organisational approaches to production differ with respect to a set of indicators of technical efficiency. In this paper we provide quantitative analysis of these new types of farming units and provide a rationale for a deeper exploration into the nature of these groups. Overall we find that the total factor productivity of small groups formed on familial and social ties is higher than that of individual farms, given the uncertain rural environment in Kyrgyzstan and the resource constraints facing landholders at this point in time. The explanation for this hinges primarily on understanding the asset-pooling, risk-sharing and labour specialisation functions of groups. In-depth qualitative fieldwork performed in conjunction with this study confirms these explanations (see Sabates-Wheeler 2004). As transition agriculture continues to adapt to land reform choices that were made ten years ago, a major policy question facing the Kyrgyz government must be, what kind of agrarian structure should be facilitated in order to promote agricultural growth? Despite the push for de-collectivisation there remains a place for encouraging group farming, on grounds of both poverty alleviation and agricultural growth.

Many former communist republics strive to adopt a market economy in which the privatisation of landed property is a key element. Generally, it is expected that by doing so, economic development will take off, improving food security and decreasing rural poverty. The relationship between changing land regulations, economic development and poverty is complex and yet little understood. With land reform, governments in transitional economies expect to achieve economic growth and thus alleviation of rural poverty. Nowadays, there is ample research to prove that, to be effective, land policy reforms need to be complemented with institutional reforms, and rural development activities. It puts forward a model for rapid assessment of project progress in which macro-economic indicators are applied in a systematic way to give insight to concepts such as land tenure security and food security and to provide warning signals for less-desired developments as a result of project implementation.

Book excerpt: Does the establishment of private property rights to land improve child health and nutrition outcomes? We exploit a natural experiment in the Kyrgyz Republic following the collapse of socialism, whereby the government rapidly liquidated state and collective farms containing 75 percent of agricultural land and distributed it to individuals, providing 99-year transferrable use rights. We use household surveys collected before, during, and after the privatization reform and spatial variation in its timing to identify its health and nutrition impacts. We find that young children aged 0-5 exposed to land privatization for longer periods of time accumulated significantly greater gains in height and weight, both critical measures of long-term health and nutrition. Health improvements appear to be driven by increases in consumption of home-produced food—suggesting that increased private control over household production may translate into increased consumption and thus health dividends for young children.

Book excerpt: This report examines the current state of Kyrgyz agriculture and the status of agricultural policy reform program during its transition to a market economy. It outlines a strategy for rural development based on deepening policy reforms, increasing public investment, promoting institutional development, and strengthening the information base. The priority agenda for policy reforms consists of six components: deepening land reform and farm restructuring; reform the agricultural marketing system; developing a commercial rural credit system; strengthening fiscal management of agriculture; revitalizing irrigation and rural infrastructure; and revamping inputs, technology, and support services. The proposed rural development strategy is designed to promote agricultural growth, alleviate rural poverty, and improve natural resource management. National and oblast governments have the primary responsibility for effective and timely implementation of the strategy, and seek the views from nonogovernmental organizations, other organizations of civil society, and the private sector. International donors can provide financial resources and expert advice.

Book excerpt: Critical choices must now be made if growth is to be sustained. Significant potential exists for future growth, but bringing out this potential poses a major challenge for government policy. Agricultural strategy must shift its focus towards support for continuous productivity growth by peasant farms in a conducive marketing environment. Key priorities include completion of land reforms (especially in the North); fundamental restructuring and reorientation of public agricultural services, with greater emphasis on private service delivery and cost recovery; and a shift in agricultural public expenditures toward support for private commodity markets and private-sector based systems for technology transfer. In addition, irrigation rehabilitation, operation and maintenance, and cost recovery should continue to receive attention and support. These measures will need to be complemented by broader rural development measures - most importantly the rehabilitation of basic infrastructure in rural areas - in a manner that supports the Government's policy of fiscal and administrative decentralization. Development of rural infrastructure that is locally planned, financed, and maintained, will contribute to both farm and rural non-farm development over the medium and long-term. This report notes discusses the unfinished agenda that must be completed, and is organized as follows: Chapter 1 provides the background and sums up the issues to be fleshed out. Chapter 2 describes the structural changes that have occurred in agriculture and in rural households since 1995, the sources of agricultural growth, and constraints to future growth. Chapter 3 discusses agriculture in the broader context of rural household incomes and livelihoods. The final chapter identifies policies and sector strategies conducive to pro-poor growth, and evaluates the role of public expenditures in advancing the growth agenda.

The results of this study indicate that genuine restructuring and transition to full-fledged private farming have resulted in improved profitability and higher incomes for private farmers than those achieved by traditional collectives.
