Book excerpt: Excerpt from Land Planning in the United States for the City, State and Nation The present work of Miss James marks an advance over earlier works on city planning. Planning may be regarded as the heart of our agricultural as well as our urban land problems. Prudent utilization of all our natural resources is not possible unless planning extends to all the other forms of the utilization of land, and this means that our mineral resources, water resources and forests must be planned both for the present and for the future. In other words, conservation is a problem of planning. Practice in our own country is very generally broadening its scope so as to take in the utilization of various classes of land. City planning is now making way for regional planning, or, perhaps one should say, is becoming part and parcel of regional planning. It is quite evident that the regions surrounding an incorporated city are closely tied to it, even before they gradually become united to it legally. The metropolitan area must be planned out carefully if we are to have the kind of cities we desire, and the earlier the planning the larger the results accomplished with given expenditures. We see clearly on every hand the enormous loss involved in rectifying mistakes that could easily have been avoided with wise planning. But many yet do not see that agricultural prosperity, and consequently the prosperity of the country as a whole, depends upon the planned out utilization of agricultural land. Moreover, the utilization of agricultural land cannot be well planned unless agriculture is considered in its relations to utilization of land for forests, for recreational purposes, for urban uses and all other possible uses. There is increasing evidence of a tendency in this country to take advantage of these opportunities to intelligently direct and control the growth of cities. The purely mechanical extension of existing street systems is giving way to scientific methods of land development based on a careful study of the probable economic, social, and aesthetic needs of the prospective inhabitants. The present volume, consisting mainly of plans submitted in a competition held by the City Club of Chicago in 1913, is issued in the hope that it may help to stimulate interest in the more intelligent planning of the outlying portions of large cities. Book excerpt: Excerpt from Planning for the Future of American Cities, 1935: Proceedings of the Joint Conference on City, Regional, State, and National Planning The first joint conference of all organisations interested in the planning of our Cities, States, Regions, and the Nation was held in the City of Cincinnati during May of 1935. Participating were the American City Planning Institute, the American Society of Planning Officials, the American Civic Association, and the National Conference on City Planning. As a result of action taken at the Conference, the last two organisations have since merged. The desire and intent of the organizers of the American Society of Planning Officials to cooperate with other planning organisations in the interest of better planning were written into the records of the organisation meeting in the following words: "It was the consensus of the meeting that the planning officials present recognized the importance to the planning movement of citizen support for, and public education concerning planning; and that the activities of the organisation of officials should be directed so as not to impede the work of groups such as the National Conference on City Planning, and the American Civic Association. It was suggested that the organisation of officials might well hold its annual meeting jointly with these other groups." The National Conference on City Planning has published the proceedings of the annual planning conferences since 1911. These publications provide a record of planning thought in this country during the past twenty-five years, and trace the advances in planning techniques during that period. Requests have come from many of our members that we continue the record of proceedings. Our book is uniform in size and similar in format to preceding issues of the Conference proceedings. A number of the outstanding papers of this Conference were distributed to its members in mimeographed form by the American Society of Planning Officials the week following the Conference. These published proceedings are therefore being issued to continue the permanent "record." Due to the lateness of this form of publication, the Editing Committee has not returned the comments of the speakers for revision. The Committee hopes that any errors will be overlooked and merely offers as a possible explanation the fact that the record was notable for its omissions.
