Book excerpt: Agricultural landholdings in China have an average size of only 0.53 hectares and are divided over six different plots on average. This very high degree of land fragmentation is likely to impose important constraints to current government policies aimed at supporting the incomes of rural households, raising domestic grain production, and promoting the overall production capacity of agricultural sector in order to meet the challenges posed by foreign competition. The purpose of this study is to examine the causes of this extremely high degree of land fragmentation and its consequences for food production in China. The analysis focuses in particular on rice smallholders in Jiangxi Province, a major rice production base of China.

Available in PDF, EPUB and Kindle. Book excerpt: Land fragmentation, in which a farm operates multiple, separate plots of land, is a common phenomenon in Japan and many other countries. Usually, land fragmentation is regarded as a harmful phenomenon as it increases production costs and reduces the advantages of scale economies. However, it is also known that fragmentation may have beneficial effects in reducing risk through spatial dispersion of plots. Thus, land fragmentation has both costs and benefits, and whether it is beneficial or harmful is determined by the magnitude of these costs and benefits. This article investigates the costs and benefits of land fragmentation empirically using panel data from Japanese rice farms. The empirical results reveal that fragmentation increases production costs and offsets economies of size, and these impacts strengthen as farm size increases. Moreover, although fragmentation does reduce production risk, its monetary value is far below the cost of land fragmentation. From these findings, we conclude that land fragmentation is an impediment to efficient rice production in Japan.

Land fragmentation is generally taken as an obstacle to the optimization of land use efficiency. In spite of the disadvantages, land fragmentation can have some positive influence on the agricultural production since it can smooth the production risk. Some researchers did the research on the effect of land fragmentation on the rice production cost based on the data on South China. This thesis focuses on the effects of land fragmentation on the wheat production cost in Northwest China. A model based quantitative assessment is presented in this thesis. The following six questions are answered: (1) What are the trends in land fragmentation in China and its main regions since the beginning of the 1980s? (2) How does land fragmentation influence the agriculture production? (3) How can land fragmentation be measured? (4) What does the agricultural production cost of the surveyed households in northwest China consist of? (5) What is the impact of land fragmentation and other factors in agricultural production costs in northwest China? (6) To what extent do land fragmentation and its impact on production costs differ between South and Northwest China? We find that since the mid 1980’s, the degree of land fragmentation is decreasing and dropped rapidly since the Sloping Land Conversion Program was initiated in 1999. Besides, we find that land fragmentation, which is measured by the Simmons Index, affects total production cost per unit of output negatively in two of the five irrigation districts in the research area in Northwest China and does not have a significant impact in the other three irrigation districts. For the production cost categories, the influences of the Simmons Index and farm size are found to be similar. In South China, farms tend to substitute labor for other inputs when facing greater land fragmentation while total production costs are not affected . However, farmers in two of the five irrigation districts in the research area in Northwest China have lower total production costs per unit output when land fragmentation is larger.

Book excerpt: Recognition of the potentially deleterious implications of inequality in opportunity originating in a skewed asset distribution has spawned considerable interest in land reforms. However, little attention has been devoted to the fact that, in the longer-term, the measures used to implement land reforms, especially rental restrictions, could negatively affect productivity. Use of state level data on rental restrictions, together with a nationally representative survey from India suggests that, contrary to original intentions, rental restrictions negatively affect productivity and equity by reducing scope for efficiency-enhancing rental transactions that benefit poor producers. Simulations suggest that, by doubling the number of producers with access to land through rental, from about 15 million currently, liberalization of rental markets could have far-reaching impacts.

For centuries, farmers in the Basin have regarded rice as “white gold”, reflecting its centrality to their food security and well-being. In the past four decades, rice has also become a commercial crop of great importance to Mekong farmers, augmenting but not replacing its role in securing their subsistence. This book is based on collaborative research to (a) compare the current situation and trajectories of rice farmers within and between different regions of the Lower Mekong, (b) explore the value chains linking rice farmers with new technologies and input and output markets within and across national borders, and (c) understand the changing role of government policies in facilitating the on-going evolution of commercial rice farming. An introductory section places the research in geographical and historical context. Four major sections deal in turn with studies of rice farming, value chains, and policies in Northeast Thailand, Central Laos, Southeastern Cambodia, and the Mekong Delta. The final section examines the implications for rice policy in the region as a whole.

Book excerpt: Although a large literature discusses the productivity effects of land fragmentation, measurement and potential endogeneity issues are often overlooked. This paper uses several measures of fragmentation and controls for endogeneity and crop choice by looking at inherited paddy and wheat plots to show that these issues matter empirically. While crop choice can mitigate effects, fragmentation as measured by the Simpson index increases production cost and fosters substitution of labor for machinery, especially for small and medium farmers. Greater distances between fragments have a smaller effect. Creating opportunities for market-based consolidation could be one step to limit fragmentation-induced cost increases.
