Across the world, land cover and land use have been altered to accommodate the needs of expanding populations, and climate change has required plant, animal, and human communities to adapt to novel climates. These changes have created unprecedented new ecosystems that affect the planet in ways that are not fully understood and difficult to predict. Of utmost concern is food security, and whether agro-ecosystems will adapt and respond to widespread changes so that growing global populations can be sustained. To understand how one staple food crop, rice, responds to global environmental change in southern Vietnam, this dissertation aims to accomplish three main tasks: (1) quantify the rate and form of urban and peri-urban expansion onto cropland using satellite imagery and demographic data, (2) track changes to annual rice paddy harvests using time series satellite data, and (3) model the potential effects of climate change on rice paddies by incorporating farmer interview data into a crop systems model. The results of these analyses show that the footprint of Ho Chi Minh City grew nearly five times between 1990 and 2012. Mismatches between urban development and population growth suggest that peri-urbanization is driven by supply-side investment, and that much of this form of land expansion has occurred near major transit routes. In the nearby Mekong River Delta, triple-cropped rice paddy area doubled between 2000 and 2010, from one-third to two-thirds of rice fields, while paddy area expanded by about 10%. These results illustrate the intensification of farming practices since Vietnam liberalized its economy, yet it is not clear whether such practices are environmentally sustainable long-term. Although triple-cropped paddy fields have expanded, future overall production is estimated to decline without the effects of CO2 fertilization. Temperatures are anticipated to increase by mid-century, and model results suggest this will cause depressed yields that cannot be offset by increased water or fertilizer. This finding emphasizes the need for a coordinated, actionable adaptation plan so that climate change does not devastate local ecosystems and livelihoods.

The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.

Book excerpt: Da Nang City, located in the South Central Coast region of Vietnam, has developed in many aspects in the last two decades and has been known as one of the five independent municipalities of Vietnam. Today, it constitutes the Key Economic Zone in Central Vietnam. Rapid industrialization and urbanization have caused incessant change of land use and land cover (LULC) in Da Nang City. Linh Nguyen's study aims at detecting, quantifying, and characterizing the changes of LULC in the Da Nang City region by using multitemporal satellite images from 1979 to 2009; it further explores the effects of LULC changes on landscape structure through spatial landscape metrics. In a simulation it also shows the changes of LULC under different scenarios, utilizing the model of system dynamics and the model of dynamic conversion of land use and its effects. The results show that 37% of the total land has undergone change. Before being separated from Quang Nam Province (1979-1996), the LULC in Da Nang City changed gradually. However, after becoming an independent municipality, the LULC changed with accelerated speed, especially in the urban areas. Within 13 years (1996-2009), the urban area grew by 86.6%. The study suggests this is caused by a strong focus on economic development. Conversely, agriculture and forests had a high rate of change. The dynamic change of landscape indices reveal that agricultural areas were broken into smaller patches. However, except agriculture, patches of forestry and urban spaces tended to have a uniform landscape configuration. To simulate the future changes of LULC at Da Nang City from 2009 to 2030, three scenarios with different missions were developed, namely, Development as Usual, Aggressive Development, and Optimal Development. All scenarios result in a continuous increase in urban area and a gradual decrease in agriculture, barren, and shrub areas during the simulated period. The study provides new strategies for land use planning in comparable regions facing rapid urbanization.

Ravallion and van de Walle study land-market adjustment in the wake of Vietnam's reforms aiming to establish a free market in land-use rights following de-collectivization. Inefficiencies in the initial administrative allocation are measured against an explicit counterfactual market solution. The authors' tests using a farm-household panel data set spanning the reforms suggest that land allocation responded positively but slowly to the inefficiencies of the administrative allocation. They find no sign that the transition favored the land rich or that it was thwarted by the continuing power over land held by local officials. Using an institutional analysis focused on the rules governing upland access and use, the authors assess the relative impact of state policies (reforestation programs and forestland allocation) on land use change. Findings show that the latter are indirectly responsible for reforestation, but not because of the incentives they provided. Instead, they disrupted the local rules governing annual crop cultivation and grazing activities leading to the end of annual cropping. Tree plantation was chosen by farmers as a last resort option. Lessons learned highlight the importance of local level studies and collective rules for land management.

Climate change adds a further challenge, as changes in temperature and precipitation threaten agricultural productivity and the capacity to feed the world's population. This study assesses how serious the danger to food security might be and suggests some steps policymakers can take to remedy the situation.Using various modeling techniques, the authors project 15 different future scenarios for food security through 2050. Each scenario involves an alternative combination of potential population and income growth and climate change. The authors also examine the specific test case of a hypothetical extended drought in South Asia, to demonstrate the possible effects of increased climate variability on a particular world region. They conclude that the negative effects of climate change on food security can be counteracted by broad-based economic growthparticularly improved agricultural productivityand robust international trade in agricultural products to offset regional shortages.
