Many former communist republics strive to adopt a market economy in which the privatisation of landed property is a key element. Generally, it is expected that by doing so, economic development will take off, improving food security and decreasing rural poverty. The relationship between changing land regulations, economic development and poverty is complex and yet little understood. With land reform, governments in transitional economies expect to achieve economic growth and thus alleviation of rural poverty. Nowadays, there is ample research to prove that, to be effective, land policy reforms need to be complemented with institutional reforms, and rural development activities. It puts forward a model for rapid assessment of project progress in which macro-economic indicators are applied in a systematic way to give insight to concepts such as land tenure security and food security and to provide warning signals for less-desired developments as a result of project implementation.

Book excerpt: Does the establishment of private property rights to land improve child health and nutrition outcomes? We exploit a natural experiment in the Kyrgyz Republic following the collapse of socialism, whereby the government rapidly liquidated state and collective farms containing 75 percent of agricultural land and distributed it to individuals, providing 99-year transferrable use rights. We use household surveys collected before, during, and after the privatization reform and spatial variation in its timing to identify its health and nutrition impacts. We find that young children aged 0-5 exposed to land privatization for longer periods of time accumulated significantly greater gains in height and weight, both critical measures of long-term health and nutrition. Health improvements appear to be driven by increases in consumption of home-produced food—suggesting that increased private control over household production may translate into increased consumption and thus health dividends for young children.

The priority agenda for policy reforms consists of six components: deepening land reform and farm restructuring; reform the agricultural marketing system; developing a commercial rural credit system; strengthening fiscal management of agriculture; revitalizing irrigation and rural infrastructure; and revamping inputs, technology, and support services. The proposed rural development strategy is designed to promote agricultural growth, alleviate rural poverty, and improve natural resource management. National and oblast governments have the primary responsibility for effective and timely implementation of the strategy, and seek the views from nonogovernmental organizations, other organizations of civil society, and the private sector. International donors can provide financial resources and expert advice.

Book excerpt: The project initially focused on building upon the 1998 Registration Law to develop registration procedures, and on getting the Legislative Reform Office (LROs) up and running. Cost, affordability, and quality of services were important considerations. The Project benefited from the country's high education levels and relatively low labor costs. Since independence in 1991, the Government of the Kyrgyz Republic has sought to promote market reform. An important part of this reform is a program to privatize land and secure property rights in land and other immovable property. Prior to independence, all land was state property, with use rights granted to occupants. Most commercial buildings and structures were, likewise, state property. Rights to residential properties were presumed to be held by occupants, but there was no clear legal support or guarantee to these rights. The large majority of agricultural land was farmed collectively. Workers on these state and collective farms were allocated small household plots for their own production. The most essential success factor for the Project has been the continuity and strength of government commitment. Without the strength of leadership in the implementing agency, as well as the quality and extent of skills brought to oversee project implementation, none of the successes that have been achieved would have been possible.

It has been the objectives of the country studies first to analyze the development trend and current state of smallholders and family farms in the specific country, second to study the current political priorities and policies affecting smallholders and family farms, and finally, based on the conclusions made, to provide recommendations, mainly at the policy level, on how to further support the development of commercial family farms and at the same time ensure in general inclusive growth, improved rural livelihood for women and men and the reduction of rural poverty for all. It is hoped that each country study will not only be relevant for FAO but also for governments, donors and other international organizations when formulating policy and preparing programmes.
