This book covers a specific study of JSW Bengal Steel Ltd., which in 2014 planned to set up a 10.0 million ton per year integrated steel plant at the upper catchment of Sundra basin, the tributary of the Shilabati that ultimately pours to the river Rupnarayan, located at Salboni Block of Paschim Medinipur, West Bengal, India. The project was ultimately put on hold, but caused many lingering environmental and socioeconomic problems due to the acquisition of formerly productive lands. The book examines this case to generate a database on the different aspects of land acquisition and its negative impacts on the geomorphology and hydrological of non-timber forest products, agricultural impacts resulting in livelihood changes, policy dimensions of land acquisition, and the impacts of delays in project implementation through a comparative analysis between projects-affected areas and non-project areas. The book will appeal to environmental managers and industry workers, as well as students and researchers in environmental economics, anthropology, and human geography.

Under our Constitution, land is a State subject but land acquisition is a Concurrent subject. So far, the basic law governing the land acquisition process has been the Land Acquisition Act, 1894. Although it has been amended from time to time, it is painfully evident that the basic law has become archaic. The land acquisition process in India has now assumed a controversial and debatable dimension as there are serious objections to the acquisition of land by the government for various projects. The recent uproar against the land acquisition in Greater Noida where farmers from at least 20 villages (Saini, Itwari, Bisrakh, Haibatur and Patwari, among others) agitating over land takeover by the Uttar Pradesh Government. Land acquisition is one of the most important issues besetting India’s political economy today. There have been many conflicts surrounding acquisitions; but there have been ample peaceful acquisitions, too. Growth in any economy requires more land. Hence in India too, in the future more and more land will be required for the purposes of infrastructure expansion, industrialization, urbanization etc. The book also examines a number of broader policy issues in the context of land reforms and shows how a successful resolution of the land acquisition matter is vital to attaining a high rate of growth. Using a case study method, the book examines the process of land acquisition in detail and its implications for farmers. It finds that the development of acquired land leads to higher growth and higher employment; and it also leads to improvements for the dalits (the backward class p eople). Benefits in terms of higher revenues for the government are also observed. It argues that, if the acquisition process is properly executed, those farmers who lose land will not oppose acquisition but will instead become partners in the process of growth.

Land in India is sought for non-agricultural purposes such as purchasing land to reduce risk and real estate development. Land is also central to tribal communities (adivasis), whose livelihoods depend on it and on a moral economy that is independent of any price-driven markets. Adivasis tend to hold on to such property, not as individual owners for profit, but for collective security and to protect a way of life. Thus land, notwithstanding its role in the accumulation process, has been, and continues to be, a turbulent arena in which classes, castes, and communities are in conflict with each other, with the state, and with capital, jockeying to determine the terms and conditions of land transactions or their prevention, through both market and non-market mechanisms. The volume goes beyond the traditional political economy of the agrarian transition question, and deals with, inter alia, distributional conflicts arising from acquisition of land by the state for capital accumulation on the one hand and its commodification on the other. It provides new analytical insights into the land acquisition processes, their legal-institutional and ethical implications, and the multifaceted regional diversity of acquisition experiences in India.

With an aim to achieve higher growth targets, increasingly efforts towards industrialization leads to higher amount of displacement and restatement of agricultural landowners. This has led to ever increasing unrest in the society leading to huge inefficiency both in terms of locked up values and loss of human lives and livelihoods. In this paper we propose a mechanism that addresses the issue of compensation during land acquisition. We propose the optimum amount of land that can be acquired as well as the mechanism allowing - (a) land as a private value and (b) landowners must be allowed to coordinate before the final offer is accepted or rejected. Our mechanism also helps in solving the hold up problem.
