The purpose of Annex D is to document the computer programs that were used for the determination of power output at each of the power plants. These studies were undertaken by the International Lake Erie Regulation Study Board. The Board was established by the International Joint Commission in 1977 to conduct the study as a result of the reference from the Governments of Canada and the United States. The purpose of the studies was to determine the economic effects of changes in levels and flows as a result of limited regulation of Lake Erie. This appendix contains the study results of the effect on the generation of hydroelectric power on the connecting channels of the Great Lakes and on the St. Lawrence River. The methodologies used in evaluating the effects of the various regulation plans indicate the benefits or losses to hydroelectric power generation in terms of energy and capacity resulting from changes in levels and flows. The methods used in the evaluation were those used in current economic studies by the power entities involved. (Author).

Book excerpt: This appendix presents the results of the regulation studies undertaken by the International Lake Erie Regulation Study Board, which was established by the International Joint Commission on 3 May 1977. The purpose of these studies was to develop regulation plans for Lake Erie, employing only partial control of Lake Erie outflow, and determine the effect of such plans, hydrologically, on the entire Great Lakes system. The results of the hydrologic analysis as presented in this appendix, indicate that limited regulation of Lake Erie provides for a general lowering of the water levels of the system, with impacts being felt on both the maximum and minimum levels. The results of the entire study are provided in the International Lake Erie Regulation Study main report. (Author).

Book excerpt: The purpose of this paper is to present a methodology for estimating space-time stochastic properties of local climatic factors reflecting global climate change. Specifically, daily precipitation amount and daily mean temperature are considered and illustrated with application to the state of Nebraska, U. S. A. Furthermore, a drought index with and without global climate change is examined. The magnitude and consequences of regional response to anticipated climatic changes are uncertain (Houghton et al. , 1990). Typical questions to be answered are: can time series of hydrological events or 10cal climatic variables such as daily temperature be conditioned in scenarios of future climate change and if so, how can this be utilized ? Can extreme historical drought events be reproduced by a stochastic hydroc1imatological model ? Can such a model be used with General Circu1ation Model (GCM) outputs to evaluate the regional/local effects of climate change scenarios? The approach presented in this paper is an extension of the usual analysis of regional hydrometeorological impacts of climate change: we propose to examine time series of GCM produced daily atmospheric circulation patterns (CP), thought to be relatively accurate GCM output to estimate local climatic factors. The paper is organized as follows. First, daily CPs are classified and analyzed statistically, first for historical and then for GCM produced data. Next, the height of the 500 hPa pressure field is introduced as an additional physically relevant variable influencing local climatic factors within each CP type.

The purpose of the studies was to determine the economic effects of changes in levels and flows on the coastal zone. The methodologies used for evaluating alternative regulation plans for flood and erosion damage indicate by lake, interest and country, the amount and distribution of benefits or losses. Results of the evaluation of selected regulation plans are presented. During the coastal zone evaluations a number of assumptions were necessary regarding physical processes, future levels and socio-economic conditions. Sensitivity analyses were conducted to evaluate the effect of altering some of these assumptions. Descriptions of these assumptions and the sensitivity analyses are contained in this appendix. It also describes the remedial works that would be required in the St. Lawrence River to accommodate combined regulation plans for Lakes Erie and Ontario. Plans for limited regulation of Lake Erie are described in the International Lake Erie Regulation Study Board's Main Report and Appendix A, Regulation, both dated July 1981. Limited regulation of Lake Erie would require dredging of its outlet river so that greater flows could be released at times when high supplies to the upper Great Lakes occur, and a control structure capable of restoring the preproject outflow condition when supplies are below average. This appendix describes the existing facilities in the outlet of the Lake Erie, and discusses the problems encountered in providing such structures. It also outlines several Niagara regulatory works alternatives, describes the design criteria, and the methods used in preparing preliminary designs and cost estimates. (Author).
